May I1, 1965 <br /> <br /> It was also apparent that the citizens generally favor the Planning Commission proposals <br />advanced in the spring of 1963 for the long range treatment of Portsmouth Boulevard from Alexander's Corner to <br />the Hodges Ferry Bridge. Under this scheme, existing gasoline service stations located in C-1 might be rebuilt <br />and modernized pursuant to use permit conditions. <br /> The Planning Commission resolved not to recommend issuance of a use permit for a <br />gasoline service station on the southwest corner of Portsmouth Boulevard and Elmhurst Lane as requested by <br />Attorney Robert Babb." <br /> <br />June 8, 1965. <br /> <br />On motion of Mr. Knight, the Clerk was authorized to advertise for public hearing on <br /> <br />65-152 - The following communication from the Planning Director was read: <br /> <br /> "At its regular monthly meeting on May4, 1965, the City Planning Commission publicly <br />heard and acted upon the following six rezoning ~ppllcations: <br /> Z-65-9 Petition o{ Marvin B. Brown to rezone property described as follows: Beginning <br />at the southwest ~ight-of-way~Vick Street and Stanley Road; thence west along the south right-of-way line of <br />Vick Street approximately 103 feet to a property line; thence south along said line approximately 71 feet to a <br />point; thence east approximately 100 feet~'to the west right-of-way line of Stanley Road; thence north along said <br />right-of-way line approximately 70 feet to the point of origin; from Residential R-TS to Commercial C-1. The <br />Planning Commission resolved to recommend denial of this petition for essentially the same reasons advanced in <br />connection with Z-65-8, where City Council saw fit to overrule the Commission. (See letter dated March S, <br />In this earlier case, the Commission cautioned against unwarranted spot zoning. With this application, the <br />Commission sensed a trend now in motion that would eventu&lly place all of these corners in a commercial classifi- <br />cation. In its study of land use and zoning along Portsmouth Boulevard from Alexander's Corner to the Hodges <br />Perry Bridge, the Planning Commission based final recommendations upon the entire two neighborhood areas from City <br />Park to Airline Boulevard and to the extent of necessary commercial development for proper service to resident <br />families. The Commission continues to feel that certain "obsolete-amortized" commereiai areas should remain <br />'~on-conforming" and eventually be replaced with uses and structures conforming to the zoning ordinance and its <br />inherent plan of future land use. For these reasons, the Commission resolved ~o recommend disapproval. <br /> <br /> Z-65-12 Petition of Harold C. tlacker to rezone property described as follows: Beginning <br />at the northwest corner of Portsmouth Boulevard and Roberts Courb; thence west along Portsmouth Boulevard 78.42 <br />feet; thence north 102.07 feet; thence east 99.23 feet to Roberts Court; thence south 112.68 feet along Roberts <br />Court to the point of origin; from Residential R-?S to Commercial C-1. The Commission resolved to recommend <br />disapproval of this application in conformity with its Portsmouth Boulevard land use-zoning pattern report of <br />April 1963. While this particular piece of residential property abuts the highway, it is also adjacent to a quiet <br />residential street. <br /> <br /> Z-65-13 Petition of Attorney Donald C. Kilgore to rezone property described as follows: <br />Beginning approximately 90 eet~rtheast from the southeast corner of Kings Highway and Kingman Avenue; ~hence <br />approximately 180 feet northeast along Kingman Avenue; thence southeast approximately lis feet; thence southwest <br />approximately 185 feet; thence northwest approximately lis feet to the point of origin; from Residential R-7S <br />to Commercial C-1. Anticipating expansion of Alexander's Corner in the wake of highway construction, the Planning <br />Commission resolved to recommend approval. <br /> <br /> Z-65-15 Petition of Attorney John MacKenzie to rezone property described as follows: <br />Be~i.B~ing at the intersectio~he south right-of-way line of Portsmouth Boulevard and the west right-of-way <br />l~ne of Greeneland Boulevard project~d; thence west along Portsmouth Boulevard 271.40 feet; thence south 385.10 <br />feet to the.abandoned Atlantic ~ Danville Railway right-of-way; thence east approximately 270 feet along said <br />right-of-way; thence north $67.45 feet:t~h~heepe~nthof origin; from Commercial C-1 to Commercial C-2. The <br />Commission resolved to recommend conditional approval to the extent of the depth only of the existing Commercial <br />C-1 zone--approximately 290 feet from the centerline of Portsmouth Boulevard. Just to the south and west of this <br />property is a rapidly developing residential area (Colliaswood-Cherokee Park) that might be harmed by heavy <br />commercial development~ several hundred feet behind stores on Portsmouth Boulevard. A new street that might be <br />downgraded is "DUNEDIN ROAD" named in honor of our Sister City in New Zealand. Please see map. <br /> <br /> Z-65-16 Petition of A. L. Tweed to rezone property described as follows: Beginning at <br />the southeast corner of Elm Avenue and King Street; thence south approximately lis feet along the east right-of-way <br />line of Elm Avenue; thence east approximately 75 feet; thence north approximately lis feet ~o the south right-of- <br />way line of King Street; thence west approximately 75 feet along said line to the point of origin; from Residential <br />R-60 to Co~ercial C-~. On oast occasions, the Planning Commission has recommended residential to commercial <br />conversion in the old city "London-County-High Street" corridor. The Planning Commission resolved to recommend <br />approval. <br /> <br /> Z-65-17 Petition of Attorney John MacKenzie to rezone property described as follows: <br />Beginning at the northwest intersection of Greeneland Boulevard and Portsmouth Boulevard and running west along <br />Portsmouth Boulevard 200 fee~th~nce north 175 feet; thence east 200 feet tothe west side of Greeneland Boulevard; <br />thence south along the west side of Greeneland Boulevard; approximately 175 feet to the point of origin; from <br />Commercial C-1 to Commercial C-2. The Planning Commission resolved to redommend disapprovml of this application <br />on grounds that a use permit for the existing gasoline service station involved could be issued if application <br />therefore were made. This would be in conformity with the Portsmouth Boulevard land use-zoning plan of April 1963. <br />During this oublic hearing, the applicant and his attorney were advised of the Planning Commission p~sition and <br />the probable course of action if an amended use oermit application w~re submitted. Rezoning t~is property Commerci~ <br />C-2 would open the door to heavy commercial development along Portsmouth Boulevard which prompted %h~Commission <br />to recommend rezoning denial." <br /> <br /> On motion of Mr. Knight the. Clerk was authorized to advertise for public hearing on <br />June 8, 1965. <br /> <br />6S-1SS - The following communication £rom the ~iltmore Baptist Church was read: <br /> <br /> "Would it be possible for the city to provide more lighting on Elliott Avenue in the are~ <br />of our church at night and the ~l~y~roun~ next doer? This area is very dark at night and the ditches are deep. <br />Many people use the street in a~tending church and visiting the playgmound. <br /> Also, the appearance of the lot next door would be greatly imnroved if the concrete <br /> <br /> <br />
