May 11, 1965 <br /> <br /> 65-126 - "I submit the attached resolution and recommend its adoption. <br /> This authorizes submission to the Housing and Home Finance Agency the construction plans <br />for improvements to Effingham Street between Portsmouth Boulevard and Interstate 264. <br /> Travers Associates prepared the plans; and upon approval by H. H. F. A. $15,800 will be <br />advanced by this agency for the cost of the plans. <br /> Witk these plans completed, the City is now in a position to proceed with improvements <br />to Effingham Street when it has been designated a Federal, State route by the State Highway Department." On motion of Mr. Knight, the following resolution was unanimously adopted: <br /> ~HEREAS, The City of Portsmouth, Virginia, accepted an offer from the United States <br />Government for an advance for preparation of planning documents pertaining to a public work described as Effingham <br />Street Improvements; and <br /> WHEREAS, Travers Associates was engaged to prepare the planning documents for the <br />aforesaid public work, and said architect and/or engineer has completed documents and submitted them for approval; <br />and <br /> ~iEREAS, the completed planning documents have been carefully studied and are considered <br />to comprise adequate planning of the public work essential In the community and within the financial ability of the <br />City of Portsmouth, Virginia, to construct; <br /> NOW, THBREFORE, be it resolved by the City Council, the governing body of said.applicant <br /> that the planning documents submitted by Travers Associates as the basis for construction of the Effingham Street <br /> Improvements dated March 21, 1965, and the statements in Form CFA-430, Request for Review and Approval of Planning <br /> Documents, in connection with Housing and Home Finance Agency Project No. P-VA-S064 be and the same are hereby <br /> approved; and that certified copies of this resolution be filed with the Housifig and Home Finance Agency." <br /> 65-127 - "I submit the attached ordinance and recommend that it be placed on first <br /> reading. <br /> This appropriates $25,000 for the completion of improvements to the pier facilities <br /> at Pinners Point, leased from the Virginia State Ports Authority." <br /> On motion of Mr. Dillon, the following ordinance was approved on first reading, without <br /> dissenting vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $25,000.00 FROM Tt.~ GENERAL CAPITAL <br /> IMPROVEMENT FUND FOR THE PURPOSE OF REb~DBLING A PIER AT PINNBRS7 <br /> PO INT" <br /> <br /> 65-128"- "I submit the attached ordinances and recommend that they be placed on first <br />reading. <br /> This amends the sales tax to allow the merchants credit for sales tax charged on <br />uncollectible accounts. <br /> One ordinance amends the sales tax and the other amends the rules and regulations for <br />the administration and enforcement." <br /> <br /> On motion of Mr. Bastes, the following ordinance was approved on first reading without <br />dissenting vote: <br /> <br /> "AN ORDINANCE TO ~END SECTION 14 OF THE CITY OF PORTSMOUTH, VIRGINIA, RETAIL <br /> SALES AND USE TAX ORDINANCE, TO PROVIDE FOR CREDIT FOR TAXES PREVIOUSLY <br /> REPORTED AND PAID ON ACCOUNTS SUBSEQUENTLY FOUND UNCOLLECTIBLB" <br /> <br />dissenting vote: <br /> <br />On motion of Mr, Knight the following ordinance was approved on first reading, without <br /> <br />"AN ORDINANCE TO A~ND RULE 81 OF THE RULES AND REGULATIONS FOR <br /> THE ADMINISTRATION AND BNFORCB~-NT OF THB PROVISIONS OF THE CITY <br /> OF PORTSMOUTH, VIRGINIA, RETAIL SALES .aND USE TAX ORDINANCE PERTAINING <br /> TO CREDIT SALES" <br /> <br />65-129 - "I submit the attached ordinance and recommend that it be placed on first <br />reading. This establishes minimum, maintenanca standards for non-residential structures in the City of Portsmouth. <br /> It amends Chapter 4 of the City Code dealing with minimum housing reguirements for <br />residential property to include commercial property. <br /> Th~endorcemant of this new code section will come under the Minimum Housing Board in <br />the same manner as the R~sidential Minimum Housing Code." <br /> <br /> On motion of Mr. Leafy, the following ordinance was approved on first reading without <br />dissenting vote: <br /> <br /> "AN ORDINANCE TO AMEND CHAPTER · OF RIfE CODE OF THE CITY OF PORTSMOUTH~ <br /> VIRGINIA, 1961, BY ADDING THERETO A NEW ARTICLE NUB~ERED 4, CONSISTING <br /> OF SECTIONS 4-62 THROUGH 4-72, ESTABLISHING MINIMUM ~4INTENANCE B%ANDARDS <br /> FOR NON-RESIDENTIAL STRUCTURES AND PROVIDING FOR ~E ENF~RCE},~NT THEREOF" <br /> <br />up and read: <br /> <br /> ~PINISHED BUSINESS <br /> <br />65-111 - The following ordinance approved on first reading at last meeting was taken <br /> <br />"~N ORDINANCE TO AE~ND SECTION 29-9 OF THE CODE OF THE CITY <br /> OF PORTSF~UTH, VIRGINIA, 1961, REVISING THE SCHEDULE OF SEWER <br /> CONNECTION CHARGES" <br /> <br /> <br />
