Eastes, Burrell R, Johnson, <br />L. L, Knight, W. T. Leafy, A. P. Johnson, Jr., City Manager, and M. A. Korb, Jr, City <br />Attorney ' <br /> <br />The meeting was opened with prayer by Mr. Leary. <br /> <br />65-125 - Public hearing on amendment to the following ordinance was held: <br /> <br />"AN ORDINANCE TO AMEND TH~ ZONING ORDINANCE OF THE CITY OF PORTSMOUTH, 1961, <br />BY AMHNDING SUBSECTION {24) OF SECTION 4-3 THEREOF, SO AS TO PROVIDE FOR <br />ISSUANCE OF USE PERMITS FOR OPERATION OF AUTOMOTIVE SERVICE STATIONS WITHIN <br />THE WATERFRONT W-1 ZONING DISTRICT" <br /> <br />The following communication from the Planning Commission was read: <br /> <br /> "At its regular monthly meeting on Tuesday, May 4, 1965, the City Planning Commission officially <br />considered your W-1 district zoning ordinance amendment proposal as advanced in a letter of April iS, 1965, from the <br />City Clerk. The Planning Commission conducted an advertised public hearing pursuant to State law. <br /> <br /> The Commission carefully reviewed its original concepts and sentiments relative to the Waterfront <br />W-1 zoning district, cnrrent relationships between W-i and municipal revitalization programs such as Colone] Crawford <br />Co~m~on and views expressed during the lengthy public hearing. <br /> <br /> Sensing land area limitations of the Waterfront W-1 zoning district, the Commission feels that <br />gasoline service stations do not represent an appropriate use. The May 4 meeting indicated that municipal regulationl <br />of .gasoline service stations is a citywide probI~m of mounting concern to our citizens. <br /> <br /> The Planning Commission resolved not to recommend approval of the proposed zoning ~rdinance <br />amendment that would allow construction and operation of gasoline service stations in the Waterfront W-I zoning <br />zoning district." <br /> <br />The following people spoke in regard to the proposed amendment: <br /> <br /> A. P. Grice III <br /> J. C. Wright <br /> Frank Kirby <br /> Warren Lively <br /> John Paul Hanbury <br /> Ernest T. Russell <br /> Mrs. Emily Spong, who presented the following: <br /> "Whereas, a gasoline service station on Crawford Parkway has been proposed, and <br />Whereas, the Portsmouth Historical Association has been dedicated for several years to an intensive <br />and broad program of preservation and restoration of homes and buildings in the general area of Crawford Parkway, and <br /> Whereas, the Portsmouth Service League has recently restored the garden at Hill House, near Crawford <br />Parkway, which called for an expenditure of thousands of dollars, and <br /> Whereas, the Portsmouth Historical Association is also dedicated to restoring and preserving the <br />natural beauty of Old To~n; <br /> Now, Therefore, Be It Resolved by the Board of Directors of the Portsmouth Historical Association, ini <br />session on April 11, 1965, at the Hill House, that the Portsmouth Planning Commission and the City Council of <br />Portsmouth be requested to deny any applicatiofi for permission to erect a gasoline service station on Crawford <br />Parkway." <br /> <br /> Motion of Mr. Johnson that the Council concur in the recommendation of the Planning Commission to <br />disapprove the ordinance, was adopted and by the-following vote: <br /> <br />Ayes: Smith, Barnes, Dillon, Eas~es, Johnson, Knight, Leafy <br />Nays: None <br /> <br />65-124 - Public hearing on Petition Z-64-54 of Agent Jefferson B. Broom was held. <br /> <br /> Motion of Mr. Eastes to concur in the recommendation of the Planning Commission and to approve the <br />following ordinance on first reading was adopted and by the following vote: <br /> <br />Ayes: Smith, Barnes, Dillon, Eastes, Leafy <br />Nays: Johnson, Knight <br /> <br />"ZONING ~NDMENT Z-64-34" <br /> <br />Mr. Smith left the meeting and Vi~e President, Mr. Barnes, took the Chair. <br />The following reports from the City Manager were read: <br /> <br /> 65-125 - "I recommend that the public hearing on the 1965-66 budget be held at the Council meeting <br />of June 8, 1965. <br /> Copies of the budget figures will be available to any interested citizens by May 17, 1965. <br /> This hearing will cover the General Fund, Water Fund, Sewage Fund, and theCCapital Improvement Fund." <br /> <br /> Motion of Mr. Knight to concur in the reeommendation of the City Manager was adopted without <br />dissenting vote. <br /> <br /> <br />
