<br /> period of the grant, rather than lapsing at the end of a fiscal year. The
<br /> ordinance eliminates the need to re-appropriate the balance of the grant
<br /> in succeeding fiscal years.

<br />Financial Impact:
<br />
<br />By law, the operating budget must be balanced with estimated revenues and
<br />other funding sources equaling appropriations. The Proposed Operating
<br />Budget for the Fiscal Year 1999 complies with this law.
