356 April 28~ 1998 At a Regular Meeting of the City Council on Tuesday, April 28, 1998, there were present: Mayor James W. Holley III, Vice Mayor Johnny M. Clemons, Bernard D. Griffin, Sr., Cameron C. Pitts, James T. Martin, P. Ward Robinett, Jr., J. Thomas Berm III, City Manager Rona d W Massie, City Attorney G. Timothy Oksman. Councilman J. Thomas Benn III opened the meeting with prayer, which was followed by the Pledge of Allegiance to the Flag. Mayor Holley called the meeting to order and welcomed all in attendance. Motion by Mr. Pitts, and seconded by Mr. Martin, to approve the minutes of a Called Meeting on April 14, 1998, a Regular Meeting on April 14, 1998, and a Called Meeting on April 21, t998 and Was adopted by unanimous vote. 98-95 Presentations: · Proclamation presented to Mr. Mitchell Basdeo for "Special Olympics Day." · Proclamation presented to Margaret Gupta for "National Music Week." · Proclamation presented to Carole Taylor for "National Bike Month." · Proclamation presented to Sheriff Gary Waters for "D.A.R.E. Family Day." · Presentation of contribution checks to organizations on behalf of the 1998 Portsmouth Invitational Tournament Committee. · Presentation of an Award of Excellence for the High Street Landing. · Presentation of special lapel pins to newly appointed Boards and Commissions members. - PUBLIC HEARING - 98-96 Public Hearing on proposed increases to the City's Real Estate Tax Assessment, Machinery and Tool Tax, E-911 Tax, and Public Utility Rate. 1. Willard Stanback, 415 Ellington Square, spoke in support of the General Operating Budget and the Capital Improvement Budget. 98-97 Public Hearing on a proposed resolution to authorize the City to contract a debt and issue general obligations of the City in the form of General Obligation Public Improvement Bonds or, in anticipation of the issuance thereof, General Obligation Public Improvement Bond Anticipation Notes, in the principal amount of $3,720,000 to finance the costs of various public improvement projects. There were no speakers. 98-98 Public Hearing on a proposed resolution to authorize the City to contract a debt and issue debt obligations of the City in the form of Golf System Revenue Bonds or, in anticipation of the issuance thereof, Golf System Revenue Bond Anticipation Notes, in the estimated maximum amount of $10,500,000 to finance the costs of the acquisition, installation, construction, reconstruction, improvement, extension, enlargement and equipping of improvements to public golf Courses in the City and facilities related thereto, including the costs of issuance of such debt obi ~gations. .
