356 April 28~ 1998 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, April 28, 1998, there <br />were present: <br /> <br /> Mayor James W. Holley III, Vice Mayor Johnny M. Clemons, Bernard D. <br />Griffin, Sr., Cameron C. Pitts, James T. Martin, P. Ward Robinett, Jr., J. Thomas <br />Berm III, City Manager Rona d W Massie, City Attorney G. Timothy Oksman. <br /> <br /> Councilman J. Thomas Benn III opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Martin, to approve the minutes of <br />a Called Meeting on April 14, 1998, a Regular Meeting on April 14, 1998, and a <br />Called Meeting on April 21, t998 and Was adopted by unanimous vote. <br /> <br />98-95 Presentations: <br /> <br />· Proclamation presented to Mr. Mitchell Basdeo for "Special Olympics Day." <br /> <br />· Proclamation presented to Margaret Gupta for "National Music Week." <br /> <br />· Proclamation presented to Carole Taylor for "National Bike Month." <br /> <br />· Proclamation presented to Sheriff Gary Waters for "D.A.R.E. Family Day." <br /> <br />· Presentation of contribution checks to organizations on behalf of the 1998 <br /> Portsmouth Invitational Tournament Committee. <br /> <br />· Presentation of an Award of Excellence for the High Street Landing. <br /> <br />· Presentation of special lapel pins to newly appointed Boards and <br /> Commissions members. <br /> <br />- PUBLIC HEARING - <br /> <br />98-96 Public Hearing on proposed increases to the City's Real Estate Tax <br /> Assessment, Machinery and Tool Tax, E-911 Tax, and Public Utility Rate. <br /> <br />1. Willard Stanback, 415 Ellington Square, spoke in support of the General <br /> Operating Budget and the Capital Improvement Budget. <br /> <br />98-97 <br /> <br />Public Hearing on a proposed resolution to authorize the City to contract a <br />debt and issue general obligations of the City in the form of General <br />Obligation Public Improvement Bonds or, in anticipation of the issuance <br />thereof, General Obligation Public Improvement Bond Anticipation Notes, <br />in the principal amount of $3,720,000 to finance the costs of various public <br />improvement projects. <br /> <br />There were no speakers. <br />98-98 <br /> <br />Public Hearing on a proposed resolution to authorize the City to contract <br />a debt and issue debt obligations of the City in the form of Golf System <br />Revenue Bonds or, in anticipation of the issuance thereof, Golf System <br />Revenue Bond Anticipation Notes, in the estimated maximum amount of <br />$10,500,000 to finance the costs of the acquisition, installation, <br />construction, reconstruction, improvement, extension, enlargement and <br />equipping of improvements to public golf Courses in the City and <br />facilities related thereto, including the costs of issuance of such debt <br />obi ~gations. <br /> <br />.
