June 8th, 1965 <br /> <br /> "AN ORDINANCE PROVIDING FOR THE CLASSIFICATION OF <br />EMPLOYMENT AND A COMPENSATION PLAN FOR EMPLOYEES OF THE <br />CITY" <br /> <br /> 65-152 -"I submit the attached ordinance and recommend that it be placed on first <br />reading. This appropriates $16,0~0 in the General Fund to cover expenses connected with setting up the administratiol <br />of the sales tax. <br /> <br /> It covers the cost of IBM equipment, telephone service, forms and supplies, <br />copies of ordinances, postage, salaries of two auditors, and two automobiles. <br /> <br />June 50, 1965." <br /> <br />This covers the expenseof the Commissioner of Revenue's Office until <br /> <br />without dissenting vote: <br /> <br />On motion of Mr. Dillon, the following ordinance was approved on first reading, <br /> <br /> "AN 0RDINA~CE TO APPROPRIATE $16,000.00 FROM THE GENERAL <br />FUND FOR EXPENSES CONNECTED WITH SETTING UP THE ADMINISTRATION <br />OF THE SALES TAX" <br /> <br /> 65-153 - "I submit the attached ordinance and recommend that it be placed on first <br />reading. This appropriates $225,000 for the desig~n, preparation of contract drawings, specifications and bidding <br />documents suitable for advertising, and award for construction contracts for the new marine terminal at Pinners <br />Point. <br /> <br /> This work is being done by Parsons, Brinckerhoff, Quade and Douglas in joint <br />venture with Langley and McDonald. The~City Council authorizedlthe employment ofthese firms in January 1965. <br /> <br /> It is necessary for the City to advance these funds for this engineering <br />wQFk in order to be ready for constrmction. This will proceed when approved by the General Assembly for the State <br />Ports Authority. The City will be reimbursed these funds at that timeJ' <br /> <br />without dissenting vote: <br /> <br />On motion of bir. Barnes, the following ordinance was approved on first reading, <br /> <br /> "AN ORDINANCE TO APPROPRIATE $225,000.00 FROM TtIE GENERAL <br />CAPITAL IMPROVEMENT FUND FOR ENGINEERING WORK ON THE NEW <br />MARINE TERMINAL" <br /> <br /> 65-154 - "I recommend that I be authorized ~o transfer appropriations in the General <br />Fund as per attached list. These are the usual budget adjustments requested each year." <br /> <br />without dissenting vote. <br /> <br />Motion of Mr. Eastes to concur in the recommendation of the City Manager was adopted, <br /> <br />attached agreement. <br /> <br />65-155 - "I recommend that the proper City officials be authorized to sign the <br /> <br /> This covers the construction of a water line to the pier at Pinners Point, <br />owned by the Virginia State Ports Authority and leased by the Portsmouth Port and Industrial Commission. <br /> <br /> This will pro~ide fire protection as well as make water available to be sold <br />to ships docking at the pier. The State Ports Authority will pay two thirds of the cost for this construction." <br /> <br /> Motion of Mr. Barnes that the proper city officials be authorized to sign the <br />agreement, was adopted, without dissenting vote. <br /> <br /> 65-156 - "At the time that the Norfolk County Ferries were liquidated in 1954, <br />$S0,000 was set up to pay employees who retired before a pension plan was set up. These retired employees were beingI <br />paid from the operating funds of the ferries. At that time there were fourteen retired employees, and it was estimated <br />that these funds would last until 1959. However, due to the deaths of these employees and the investment of the <br />funds, we have been able to continue paying the pension every month to the surviving employees. There are three <br />employees now receiving a pension. <br /> <br /> The remainder of this S30,000 will run out in September 1965, and we will be <br />unable to continue payments at that time. I have'advised the City of Chesapeake of this situation, and they have <br />agreed to assume half the cost to continue these pensions. The pensions amount to $200 per mon~h; therefore, it <br />would cost the City S100 per month as its share. This would amount to $950 in the 1965-66 budget ~ear~ <br /> <br /> I recommend that the City assume half the cost to continue these pensions, <br />with the funds to come from funds set up in the budget under pensions." <br /> <br />without dissenting vote. <br /> <br />~tion of Mr. Barnes to concur in the recommendation of the City Manager was adopted, <br /> <br /> 65-157 - "I submit the attached ordinance and recommend that it be placed on first <br />ireading' This authorizes condemnation proceedings for the acquisition of land for a <br /> right-of-way to construct an access road between Virginia State Ports Authority property and nronerty owned by the <br /> City of Portsmouth. - - <br /> <br /> THis construction is necessary in order that the Virginia State Ports <br />Authority property and the City of Port ~mDuth property can be connected by a roadway system for fire and police <br /> <br /> <br />
