<br /> with a minimum pay scale for teachers from $4,600 to $7,000. This
<br />will keep the Portsmouth system comparable to the other cities in Tidewater. The appropriation has been reduced
<br />by $60,000 from the original request without affecting the salary increases.
<br /> The large increase in the Health Department is due to fees paid
<br />clinicians for all of the Medical Care Clinics held at Portsmouth General Hospital. This amounts to $25,000
<br />which has been paid from special grant funds from the State. This grant expires June 50, 1965, and the City will
<br />then have to pay its share of the cost. There are also two employees who have been paid 100% by the State for
<br />tchom the City will now have to pay its proportionate cost in the new budget.
<br /> The increase in the Fire and Police Departments is largely due to
<br />salaries and additional personnel. The salary increase in the last budget did not become effective until
<br />September, and the r~m~ budget will reflect a full year of this increase plus normal increments. There is also
<br />~r~ogtded ten additional ~n in the Fire Department to bring some of the companies up to the number recommended by
<br />the National Board of Fire Underwriters.
<br /> The Virginia Public Assistance funds show a large increase due to
<br />many people taking advantage of the Medical Assistance to the Aged p~ogram which became effective July 1, 1964.
<br />Some of the regUlations are also being changed by the Federal Government which will provide for larger grants
<br />to the clients.
<br />
<br /> The Debt Service increase is due to the new bond issue of $2,000,000
<br />
<br />which was issued May 1, i965.
<br />
<br /> Practically every department will reflect an increase due to the new
<br />salary scale which went into effect in September 1964 and covered a ten-m~nth period; this budget will have the
<br />increase for the full year. There are other increases due to our street light program, necessity to meet the
<br />Bureau of Public Roads' requirement for traffic sugnals, additional cost on maintenance of public buildings,
<br />additional cost in the Commissioner of Revenue's office to administer the sales tax, and other miscellaneous
<br />items.
<br />
<br /> While the departmental requestm have been reduced over $1,000,000, it
<br />is believed:that this budget is adequate for the operation of the City government for the fiscal year 1965-66.,,
