August 24th, 1965 <br /> <br /> "AN ORDINANCE TO'APPROPRIATE $3,500.00 FROM <br /> THE GENERAL CAPITAL IMPROVEMENT FUND FORT HE PURPOSE <br /> OF CLEARING A SITE FOR USE AS A TRAINING AREA BY THE <br /> FIRE DEPARTMENT" <br /> <br /> 65-222 - "I submit the attached resolution and recommend its adoption. <br />This appoints five viewers for the closing of a portion of Nottoway Avenue. <br /> This closing was recommended to the City Council by the <br />Planning Commission at the last meeting of the Council." <br /> <br /> On motion of Mr. Johnson, the following resolution was unanimously <br />adopted: <br /> <br /> "RESOLUTION APPOINTING VIEWERS FOR CLOSING A <br />PORTION OF NOTTAWAY AVE~E" <br /> <br /> 65-223 - "I submit the attached letter from Southeastern ~rginia <br />Regional Planning Commission. This transmits a report on the public hearing held by the Commission on <br />June 29, 1965, on the proposed highway transportation plan and implementation program. <br /> This matter should be referred to the Planning Commission <br />for report and recommendation, after which it will be necessary for the City Council to hold a public <br />hearing and adopt the plan." <br /> <br /> Motion of Mr. Johnson to refer to the Planning Commission for report <br />and recommendation, was adopted, without dissenting vote. <br /> <br /> "In accordance with Federal and State laws and various <br />agreements between the Federal Bureau of Public Roads, the Federal Housing and Home Finance Agency, the <br />Virginia State Department of Highways, the Southeastern Virginia Regional Planning Commission and each <br />of the six 'political subdivisions (Cities of-Chesapeake, Norfolk, Portsmouth, Suffolk, Virginia Beach and <br />the County of Nansemond) constituting the Participating Jurisdictions of the Region, a Highway Transportation <br />Plan has been prepared for the Southeastern Virginia Region. <br /> The Southeastern Virginia Regional Planning Commission <br />transmitted copies of the proposed Highway Transportation Plan and Implementation Program, as contained <br />in Volume II of the Southeastern Virginia Regional Transportation Study, to all official planning agencies <br />of the Region. On-June 29, 1965, the Regional Planning Commission held a public hearing in regard to the <br />Highway Transportation Plan only. There are enclosed herewith excerpts from statements at the hearigg <br />from spokesmen for each of the Participating Jurisdictions. <br /> At its meeting on July 29, I965, the Regional Plapning Commission <br />adopted an appendage to the Highway Transporgation Plan and thereafter resolved to recommend the Highway <br />Transportation Plan, with appendage, to its Participating Political Subdivisions. Volume II of the <br />Study containing the Plan together with the appendage, is transmitted to you herewith in accordance with <br />the provisions of Sect&on 15.1-435 of the Code of Virginia. <br /> The Plan will not, of course, become effective as to any <br />political subdivisions until approved and adopted by its Governing Body. The Regional Commission is <br />hopeful that each Participating ~otitical Subdivision will put the Plan in line for consideration in <br />accordance with the provisions of the Code of Virginia as promptly as practical. We are confidentthat <br />you are aware of the importance of meeting the requirements of the Federal Government and the State Highway <br />Department for continued participation of the Political Subdivisions in the R~gional Highway Program. <br />The adoption of a Regional Highway Plan by the six Participating Jurisdii~tions is necessaryto this end. <br />The requirement for such a plan became effective Julyi~, 1965, and the Gommission is advised that the <br />~provaI of funds wi}l probably be withheld in any Reiion in which a plan has not been adopted or in <br />Which a plan is not carried forward for adoption with due diligence. <br /> '~'" The Regional Planning Commission will proceed in the interim <br />with its efforts to propose and recommend to you a program for a continuous comprehensive highway planning <br />process on a basis which will assure continued participation by the Federal Government in street and <br />highway financing. <br /> The Commission will be glad to address itself to any questions: <br />which you may have in connection with the sub,oct.~ <br /> <br /> 65-224 - "I submit the attached application and recommend that I be <br />authorized to submit same to the Department of Labor. This is an application for Federal funds for <br />Neighborhood Youth Program for the summer of 1966. <br /> We are requesting the Government to approve this application <br />for the same type of program that we have operated~!in the previous years. If this application is approved <br />by the Federal Government, we would be able to employ 250 people rather than the 95 who were employed this <br />year, with no additional cost to the City. Also attached is a report of the Youth Corps Program for <br />the summer of 1965." <br /> <br /> ~{otion of Mr. Knight to concur in the recommendation of the City Manager, <br />was adopted, without dissenting vote. <br /> <br /> 65-225 - "I submit the attached ordinance and recommend that it be <br />placed on first reading, This appropriates $53,735 to cover the cost of placing the Coast Guard Lightship <br />in the slip at the foot of London Street. <br /> This includes placing the lightship on a founda%ion, backfilling, <br />building the dock, and overhauling the ship." <br /> <br /> On motion of Mr. Dillon, the following ordinance was approved on first <br />reading, without dissenting vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $53,735.00 FROM THE <br />GENERAL CAPITAL IMPROVEMENT FUND FOR SITE PREPARATION FOR <br />THE PORTSMOUTH COAST ~IARD MUSEUm' <br /> <br /> <br />
