Lipford. <br /> <br />Mr. Lipford spoke, <br /> <br />The followin~ letter from Lee B. Duke was read: <br /> <br /> "It has come to my attention today that a zoning change requested by <br /> Mr. Fred Lipford o~ property located at 2911 Portsmouth Boulevard will come before the City Council tonight. <br /> This property is adjacent to property owned jointly by William B. Spong and myself and on which we have <br /> a service station leased to the American Oil Company. <br /> When the station was built in 1956 ~he property was zoned commercial.~ We <br />were not aware that the property had been rezoned to residential use. It may be that if we and perhaps <br /> others owning adjacent property requested rezoning, it would eliminate the objection of the Planning <br /> Commission to spot zoning. <br /> For the above reasons we respectfully request that action on this request <br /> be deferred in order that we may consult with the Planning Commission ~n t~is matter." <br /> <br /> Motion of Mr. Johnson to refer back to the Planning Commission for further study, <br />was adopted, without dissenting vote. <br /> <br /> 65-218 - Zoning Petition Z 65-21 - Agent August Zinkl. <br /> <br /> Attorney John A. MacKenzie spoke. <br /> <br /> Motion of Mr. Dillon to approve the following ordinance on first reading was <br />adopted, without dissenting vote: <br /> <br /> "ZONING A~NDMENTORDINANCE Z 65-21" <br /> <br />65,218 - Zoning Petition Z 65-22- Yates and Boggs, Architects. <br /> <br />John M. Carter spoke. <br /> <br />without dissenting vote. <br /> <br />On motion of Mr. Johnson, the following ordinance was approved on first reading, <br /> "ZONING AMEND~ENT ORDINanCE Z 65-21" ~ <br /> <br /> The following reports from the City Manager were read: <br />65,219 - "I submit the .attached ordinance and recommend that it be placed on <br />first reading. This amends Section 35-14 of the City Code pertaining to water closets in trailer cmmps. <br /> The present City Code provides that public rest rooms be provided in <br />trailer parks. The Director of Public Health has studied this matter; and since almost all modern trailers <br />now contain rest room facilities, it is felt that the need for this present requirement in the Code has <br />greatly diminished. <br /> This ordinance will eliminate the requirement thht puSlic rest rooms <br />be provided in trailer parks, provided that all trailers in the park h~ve toilet facilities and are <br />connected in an approved manne~ to an approved sanitary sewage system." <br /> <br /> Onmotion of Mr. Hastes, the following ordinance was approved'on first reading, <br />without dissenting vote: <br /> <br /> "AN ORDINANCE TO AMEND SECTION 55=14 OF THH CODE <br />OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, TO EXHMPT TRAILER <br />CAMPS FROM PROVIDING WATER CLOSETS I~7HEN SUCH CA~PS ADMIT ONLY <br />TRAILERS EQUIPPED WITH BUILT-IN WATER CLDSETS PROVIDED THEY ARE <br />CONNECTED TO AN APPROVED SANITARY SEWER SYSTEM" <br /> <br /> 65-220 - "I submit the attached ordinance and recommend that it be olaced on <br />first reading. This conveys to the Portsmouth Parking Authority the Proctor Square, King SqUare, and <br />Edinburgh Square Parking Lots. <br /> This will~!plac~ the title of the land in the Parking Authority's <br />name.
