Pur ose and Need: · Approval of "a" and "b" above will increase the rates for these taxes from the present 5.5% to 6.5%. The additional revenue from these taxes will fund the $682,000 needed to partially fund the increase in compensation for City employees. · The balance of the fUndS necessary to fully implement the enhanced salaries will be provided through a delay in hiring new employees when vacancies occur throUghoUt the budget year and will amount to $300,000. The purpose of the recommended actionS is to proVide City emplOyees with fair and adequate compensation, as well as to begin to recognize and resolve the problem of salary compression that has occurred over the past feW years, ~act: · With the adoption of the revised appropriation and the offsetting revenue to fund the appropriation, the City's FY 1999 remains in balance as'required by law. Motion by Mr. Martin, and seconded by Mr. Pitts, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE TO AMEND CHAPTER 35 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTIONS 35-441, 35- 442 AND 35-443 THEREOF, PERTAINING TO THE GUEST LODGING TAX RATE." Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley Nays: None Motion by Mr. Martin, and seconded by Mr. Pitts, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE TO AMEND CHAPTER 35 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTION 35-407 THEREOF, PERTAINING TO THE RESTAURANT FOOD TAX RATE." Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley Nays: None Motion by Mr. Martin, and seconded by Mr. Pitts, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE TO AMEND THE FY 1999 ANNUAL OPERATING BUDGET BY APPROPRIATING ADDITIONAL FUNDS FROM THE GENERAL FUND." Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley Nays: None Disclosure: Councilmen Clemons, Martin, and Robinett stated that they have family members who are employed with the City of Portsmouth but that such employment would not affect their ability to impartially consider and vote on the recommendation.
