Pur ose and Need: <br /> <br />· Approval of "a" and "b" above will increase the rates for these taxes <br /> from the present 5.5% to 6.5%. The additional revenue from these taxes <br /> will fund the $682,000 needed to partially fund the increase in <br /> compensation for City employees. <br /> <br />· The balance of the fUndS necessary to fully implement the enhanced <br /> salaries will be provided through a delay in hiring new employees when <br /> vacancies occur throUghoUt the budget year and will amount to <br /> $300,000. <br /> <br />The purpose of the recommended actionS is to proVide City emplOyees <br />with fair and adequate compensation, as well as to begin to recognize <br />and resolve the problem of salary compression that has occurred over <br />the past feW years, <br /> <br />~act: <br /> <br />· With the adoption of the revised appropriation and the offsetting <br /> revenue to fund the appropriation, the City's FY 1999 remains in balance <br /> as'required by law. <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Pitts, to adopt the <br />following ordinance, and was adopted by the following vote: <br /> <br /> "ORDINANCE TO AMEND CHAPTER 35 OF THE CODE OF THE CITY <br />OF PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTIONS 35-441, 35- <br />442 AND 35-443 THEREOF, PERTAINING TO THE GUEST LODGING TAX <br />RATE." <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Pitts, to adopt the <br />following ordinance, and was adopted by the following vote: <br /> <br /> "ORDINANCE TO AMEND CHAPTER 35 OF THE CODE OF THE CITY <br />OF PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTION 35-407 <br />THEREOF, PERTAINING TO THE RESTAURANT FOOD TAX RATE." <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Pitts, to adopt the <br />following ordinance, and was adopted by the following vote: <br /> <br /> "ORDINANCE TO AMEND THE FY 1999 ANNUAL OPERATING <br />BUDGET BY APPROPRIATING ADDITIONAL FUNDS FROM THE GENERAL <br />FUND." <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br />Disclosure: Councilmen Clemons, Martin, and Robinett stated that they <br />have family members who are employed with the City of Portsmouth but <br />that such employment would not affect their ability to impartially consider <br />and vote on the recommendation. <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Pitts, to adopt the <br />following ordinance, and was adopted by the following vote: <br /> <br /> <br />
