May 21. 1998 385, <br /> <br /> ORDINANCE ADOPTING A NEW CLASSIFICATION AND PAY PLAN FOR <br />EMPLOYEES OF THE ClTY O~ POR'~$MOUTH, VIRGINIA." <br /> <br />Ayes: Benn, Clemons~ Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br />98-117 Adoption of a resolution authorizing the City Manager to make an <br /> application to the Federal Public Works Economic Development <br /> Administration for a grant for $2 million to improve Greenwood Drive in <br /> the Fairwood Homes area. <br /> <br />Recommendation: <br /> <br />Approval of a resolution authorizing the City Manager to make application <br />for a $2 million grant from the Public Works Economic Development <br />Administration (PWEDA) to improve Greenwood Drive for the <br />redevelopment of the Fairwood Homes area. <br /> <br />Purpose and Need: <br /> <br />The City is submitting a grant application for $2 million for infrastructure <br />improvements, specifically Greenwood Drive, for the redevelopment of the <br />Fairwood Homes property. <br /> <br />· A supporting resolution by the Iocality's governing body is a requirement of <br /> the grant application. <br /> <br />· This grant would reduce the local burden for this traffic-capacity, street <br /> improvement by the $2 million in grant funds. <br /> <br />Financial Impact: <br /> <br />· This grant requires matching non-federal funds of $1 million from the City. <br /> <br />Capital Improvement Program (CIP) funds have already been appropriated <br />for the local match of this project. $1 million of previously appropriated <br />funds for infrastructure improvements would be used to match the $2 <br />million from the PWEDA, Defense Conversion Title IX. <br /> <br />1. Raleigh G. Harsley, 2124 Peach Street, spoke in support of money being <br /> spent for roadway related improvements to Greenwood Drive. <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Pitts, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br /> "RESOLUTION AUTHORIZING AN APPLICATION BY THE CITY OF <br />PORTSMOUTH TO THE FEDERAL PUBLIC WORKS ECONOMIC <br />DEVELOPMENT ADMINISTRATION FOR A GRANT TO IMPROVE GREENWOOD <br />DRIVE. <br /> <br /> WHEREAS, the City of Portsmouth's plans for the redevelopment of the <br />Fairwood Homes area will require expenditure of an estimated $3 million for <br />public purposes, including roadway and related improvements to Greenwood <br />Drive; and <br /> <br /> WHEREAS, the City has already appropriated the funds for the roadway <br />improvements as part of its Capital Improvement Program; and <br /> <br /> WHEREAS, the City is eligible to apply for a grant from the Public Works <br />Economic Development Administration (PWEDAA) in the amount of $2 million <br />for such infrastructure improvements, provided that the City will commit to a <br />matching contribution of $1 million. <br /> <br /> <br />
