Ayes: Benn, Clemons~ Griffin, Martin, Pitts, Robinett, Holley Nays: None 98-117 Adoption of a resolution authorizing the City Manager to make an application to the Federal Public Works Economic Development Administration for a grant for $2 million to improve Greenwood Drive in the Fairwood Homes area. Recommendation: Approval of a resolution authorizing the City Manager to make application for a $2 million grant from the Public Works Economic Development Administration (PWEDA) to improve Greenwood Drive for the redevelopment of the Fairwood Homes area. Purpose and Need: The City is submitting a grant application for $2 million for infrastructure improvements, specifically Greenwood Drive, for the redevelopment of the Fairwood Homes property. · A supporting resolution by the Iocality's governing body is a requirement of the grant application. · This grant would reduce the local burden for this traffic-capacity, street improvement by the $2 million in grant funds. Financial Impact: · This grant requires matching non-federal funds of $1 million from the City. Capital Improvement Program (CIP) funds have already been appropriated for the local match of this project. $1 million of previously appropriated funds for infrastructure improvements would be used to match the $2 million from the PWEDA, Defense Conversion Title IX. 1. Raleigh G. Harsley, 2124 Peach Street, spoke in support of money being spent for roadway related improvements to Greenwood Drive. Motion by Mr. Martin, and seconded by Mr. Pitts, to adopt the following resolution, and was adopted by the following vote: "RESOLUTION AUTHORIZING AN APPLICATION BY THE CITY OF PORTSMOUTH TO THE FEDERAL PUBLIC WORKS ECONOMIC DEVELOPMENT ADMINISTRATION FOR A GRANT TO IMPROVE GREENWOOD DRIVE. WHEREAS, the City of Portsmouth's plans for the redevelopment of the Fairwood Homes area will require expenditure of an estimated $3 million for public purposes, including roadway and related improvements to Greenwood Drive; and WHEREAS, the City has already appropriated the funds for the roadway improvements as part of its Capital Improvement Program; and WHEREAS, the City is eligible to apply for a grant from the Public Works Economic Development Administration (PWEDAA) in the amount of $2 million for such infrastructure improvements, provided that the City will commit to a matching contribution of $1 million.
