May 12. 1998 <br /> <br /> At a Regular Meeting of the City COuncil on Tuesday, May 12, 1998, <br />there were present: <br /> <br />Mayor James W. Holley Iii, Vice Mayor Johnny M. Clemons, Bernard D. <br />Griffin, Sr., Cameron C. Pitts, James T. Martin, P. Ward Robinett, Jr., *J. <br />Thomas Benn III, Deputy City Manager H. Timothy Little, City Attorney G. <br />Timothy Oksman. <br /> <br /> Councilman Cameron C. Pitts opened the meeting with prayer, which <br />was followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Holley called the meeting to order and welcomed all in <br />attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Martin, to approve the <br />minutes of a Called Meeting on April 28, 1998, and a Regular Meeting on <br />April 28, 1998, and was adopted by unanimous vote. <br /> <br />98-112 Presentations: <br /> <br />· Proclamation presented to Peg Nourie for "National Safe Boating Week." <br /> <br />Proclamation presented to William E. Moody, Chairman, Hampton Roads <br />Chamber of Commerce, Portsmouth Division for "Business Appreci~ion <br />Week." <br /> <br />· Proclamation presented to Shirley Gilpin for "National Association of <br /> Insurance Women Week." <br /> <br />· Proclamation presented to Mark Brogan for "National Home Remodeling <br /> - Month." <br /> <br />· Proclamation presented to the "Teacher of the Year," Shirley L. Brown, for <br /> "Shirley L. Brown Day." <br /> <br />- PUBLIC HEARING - <br /> <br />98-113 Public hearing to consider amending the adopted FY 1999 Annual <br /> Operating Budget by increasing appropriations in the amount of <br /> $682,000 through changing the rates in the Guest Lodging <br /> - (Transient Occupancy) Tax and the Restaurant Food Tax to take <br /> effect on July 1, 1998. <br /> <br />Eddie Howard, 1500 Harlequin Court, Chesapeake, spoke in support of <br />increase in the Guest Lodging (Transient Occupancy) and Restaurant <br />Food Tax. <br /> <br />2. Mark Gegurdig-Yatrofsey, 363 Middle Street, spoke in support of a real <br /> estate tax increase as an alternative way to fund pay-increases. <br /> <br />J. Brewer Moore, 308 Bobby Jones Drive, spoke in opposition of <br />increasing the Guest Lodging (Transient Occupancy) and Restaurant <br />Feod Tax. <br /> <br />98-114 Public Hearing on street closure and rezoning applications: <br /> <br />(a) S.98-01 <br /> <br />SOUTHSIDE NEIGHBORHOOD - Adoption of an ordinance <br />closing and vacating a portion of Fayette and Fifth Streets in <br />the PortCentre development area. <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Robinett, to adopt the <br />following ordinance, and was adopted by the following vote: <br /> <br /> <br />
