Their request for the refund id based on the fact that they didJ <br />not receive their tax notice. <br /> Imperial 400 Motel had requested that the tax bill be mailed locally <br />to the motel. Due to an oversight of the City, the bill was mailed to the New ~ersey add~essf <br /> I recommend that a refund of $54.16 be paid to Portsmouth Imperial 400 <br />Motel, $$5 Effingham Street." <br /> <br /> Motion of Mr. ~astes to concur in the City Manager's recommendation to grant the <br />refund was adopted, without dissenting vote. <br /> <br /> 65-251 - "! recommend that I be authorized to charge off the following delinquant <br />accounts in the Suffolk division of the Water Department: $878.14 for water, $26.41 for tax, and $678.06 <br />for sewage charges. <br /> This covers the period from June 50, 1961 to June 30, 1964, as well <br />as a number of accounts for prior years. The City Manager in Suffolk has authorized a charge-off of <br />the sewer and tax changes. <br /> [ also recommend that guaranteed deposits in the amount of $246.S0 <br />be charged off. This results in an net charge-off of $1,$$6.11." <br /> <br /> Motion of Mr. Dilt~n to concur in the recommendation of the City Manager was <br />adopted, without dissenting vote. <br /> <br /> 65-252 - "I submit the attached letter and resolution received from the Norfolk <br />Society for the Prevention of Cruelty to Animals. <br /> I recommend that the Council endorse ~his resolution." <br /> <br />RHSOLUTION <br /> <br /> tqhereas, The NorfOlk Society for the Prevention of Cruelty to Animals is a <br />corporation engaged, primarily, in the business of preventing cruelty to animals and <br /> tqhereas, in recent days and weeks, marine animals, such as seals, sealions and <br />porpoises have made their appearances in the coastal and inland waters of the Tidewater Area, and <br /> Whereas, it is known that these animals have been molested by small boats <br />attempting to run them down, and have in some instances been captured and removed from their natural <br />habitat, thereby causing their deaths, and <br /> ~hereas, such animals pose no danger to the public, but on the contrary, are <br />a source of interest and enjoyment to all who see'them free and unmolested in their natural element, and <br /> Whereas, the appearance of such animals is rmre in the Tidewater Area, particularly <br />in the inland waters, and such appearances should be ~ncouraged by protecting them from harm in any way, <br /> Now Therefore Be It Resolved: <br /> That the public be requested to refrain from molesting, capturing, or otherwise <br />harming suhh' animals, and that operators of small boats refrain from attempting to run them down or <br />otherwise divert them from their natural movements in the waters. Be It Further Resolved: <br /> That the Governing Bodies of the Cities and Counties of the Tidewater Area be <br />requested to endorse th~s resolution and that notice of such action be given the public by means of all <br />public communication media." <br /> <br /> Motionof ~. Knight that the City Council endorse the ~eding resolution <br />was adopted, without dissenting vote: <br /> <br /> 65-253 - "I submit the attached agreement ~etween the Virginia Electric and <br />Power Company and the-City of Portsmouth, and reco~nd t~at the proper City Officials be authorized <br />to sign. <br /> This agreement is requested in order that the Virginia Electric and <br />Power Company can run a new service line to the sewage treatment plant in Pinners Point. <br /> It is necessary that this new line be installed due to the proposed~ <br />expansion of the treatment plant." <br /> <br /> Motion of Mr. Johnson, that the CityManager be authorized to sign the agreement <br />was adopted, without dissenting vote. <br /> <br /> 65-254 - "I submit ~he attached resolution and recommend its adoption. <br />This resolution authorizes the City Manager to sign an instrument showing <br />that the City Council has agreed to the vacation of a portionof a plat entitled Cavalier Manor; Section 20-B. <br /> It has been found, since this plat has been put to record, that certain <br />engineering and survey errors have been made affecting various lots in this subdivision. <br /> This resolution is being requested in order that these errors can be <br />corrected." <br /> <br /> On motion of Mr. Dillon the following resolution was adopted without dissenting <br /> <br />vote: <br /> <br /> <br />
