J. Edwards was taken <br /> <br />On motion of Mr. Knight, rules were suspended to hear from interested persons. <br /> <br />John F. Bailey, 205 Dixie Avenue, spoke. <br /> <br />Motion of Mr. Johnson to approve the rezoning. <br /> <br /> Substitute motion of Mr. Knight to defer action pending report from the Planning <br />Commission on the study now being made relative to rezoning that specific area to R-75, was adopted. <br /> <br />-NEW BUSINESS- <br /> <br /> 65-290 - Applications from the following for Justice of Peace and from C. L. Cain <br />for High Constable, were presented: <br /> <br />Mrs. Lillian C. Westbrook, Mrs. Margaret E. Myers, J. S. Pitchford, <br />Amthur N. Taylor and Herbert C. Fields. <br /> <br />On motion of Mr. Knight, the applications were referred to a conference of the <br /> <br />Council. <br /> <br />65-291 - The following communication from the Planning Director wa~eread: <br /> <br /> "At its regular monthly meeting on November 2, 1965, the City Planning <br />Commission publicly heard and acted upon the following rezoning petitions: <br /> <br /> Z~65-28 Pe. tition of Attorney Donald Kilgore to rezone property described <br />as follows: Beginning at ~he intersection of the centerlines of Vick Street and Stanley Road; thence west <br />along the centerline of Vick Street approximately 120' to a point; thence north 125' to a rear property <br />line; thence west 55.17'; thence north 5'; thence west 82.18' to the centerline of Jewell Avenue; thence <br />south along said centerline I26f62, to its intersection with the centerline of Vick Street; thence east along <br />the centerline of Vick Street approximately 110~; thence south approximately 125' to a property line; <br />_thence east along said property 125' to the centerline of Stanley Road;thence north along said centerline <br />to the point of origin; from Residential R-75 to Commercial C-1. <br /> <br /> On a~$-2 vote, the Commission resolved to recommend approval of what <br />amounts to reestablishment of this wartime neighborhood shopping center. For the record, the Commission <br />notes that it Would be unfair and probably indefensible to grant one owner Commercial ~Q1 and deny others <br />under the specific set of circumstances presented in this application. Moreover, for the record, the <br />Commission notes thatreestablishment of this neighborhood shopping center will, in all probability, compound <br />the problem of commercial limitation and regulation along the newliy improve Portsmouth' Boulevard west of <br />Alexander's Cbrner. Originally, it was supposed that cross-roads commercial concentrations would serve local <br />shopping needs for the two neighborhoods flanking this portion of Portsmouth Boulevard. Commer~iaI penetration <br />in residentialareas utilizes retailpotential, producinga void into which more intensive and undesireable <br />heavy business uses may be attracted to the detriment both of the highwzy and the adjacent neighborhoods. <br /> <br /> Z-65-29 Petition of the City Planning Commission to rezone property <br />described as follows: Beginning at the centerline of Rodman Avenue and the Seaboard Air Line Railroad tracks; <br />thence southeast along said centerline of Rodman Avenue to Interstate 264; thence southmest along Interstate <br />264 approximately 1,200' to a property line; thence northwest approximately 250' to the Seaboard Air Line <br /> <br /> <br />
