November 9, 1965 <br /> <br />Railroad; thence northeast approximately 1~200' along the railroad tracks to the point of origin; <br />from Industrial M-1 to Residential R-TS. <br /> <br /> Ai~o, a portion of Douglas Park described as follows: Beginning <br />at a point at the centerline of Frederick Boulevard where it intersects with the Seaboard Air Line Railroad; <br />thenc~ southwest approximately 2,2S0' along theSeaboard Air Line Railroad tracks to a lot line of the <br />Forrest Body Shop; thence southeast approximately 250, to Interstate 264; thence northeast and northwest <br />along Interstate 264 to the point of origin; from Industrial M-1 to Residential R-75. <br /> <br /> In concert with wishes of the residents involved, the Commission <br />unanimously recommends approval of this petition which places alt Of this wartime subdivision in the <br />residential zoning category. For the record, it is to be noted that the areas cited above are connected <br />with the major portion of Douglas Park including the elementary school via Rodman Avenue underpassing <br />Interstate 264 and a pedestrian crossing overpassing~Interstate 264. <br /> <br /> Z-65-32 Petition of Attorney J. S. Livesay, Jr. to rezone <br />property described as follows: Beginning at the northeast corner of Portsmouth Boulevard and Bradley <br />Avenue; thence, east along Portsmouth Boulevard:505.9' more or less to the property of Phillips <br />P~troleum Company; thence north 155'; thence west 114' more or less to a point; thence north 78' more <br />or less to a point; thence west 424' m°re or less to the east side of B~adley Avenue; thence'south 213' <br />more or less to the point or origin; from ResidEntial R-75 to Commercial C-1. <br /> <br /> The Commission resolved to recommend disapproval on grounds <br />that this application is not in keeping with the plan for future commercial land use along Portsmouth <br />B~ulevard between Alexander!s Corner and the Hodges Ferry river bridge." <br /> <br /> On motion of Mr. Barnes, the City Clerk was authorized to advertise <br />for public hearing at the regular meeting of Council December 14, 196S, wtth0utdissenting vote. <br /> <br /> 65-292- The following communication £rom the Planning Director was <br />read: <br /> "At its regular monthly meeting on November 2, 1965, the <br />Portsmouth City Planning Commissionpubliciy acted upon the proposed "SOUTHEASTERN VIRGINIA REGIONAL <br />HIGHWAY AND TRANSPORTATION PLAN" as recommended by the Southeastern Virginia Regional Planning Commission <br />to you and referred by you to this Commission for official consideration. <br /> <br /> Action in the form of the attached resolution was taken.¥ <br /> <br /> Motion of Mr. Knight that the City Clerk be authorized to advertise <br />for public hearing at the regular meeting of Council on Novemb~-23, 1965, was adopted, without dissenting <br />vote. <br /> <br /> 65-295 - The following communication from the Planning Director <br />was read: <br /> "At its regular monthly meeting on November 2, 1965, the <br />City Planning Commission publicly heard and acted upon the following use permit application: <br /> <br /> UP-65-9 Petition of the Tidewater Chris-Craft Company, Inc., <br />for a Use Permit to construct and operate a "marina" at 10 Crawford Parkway, Portsmouth. <br /> <br /> The Commission resolved to recommend that City Council issue <br />a gse Permit for the operation as described by agent Alexander Grice III at the public hearing, subject <br />to the following limitations: <br /> <br /> j~l ~ (1) Only the sale of new boats and pleasure craft would be <br /> involved. <br /> (2~ Display and storage of boats for sale or sold would either <br /> be under cover of the roof of the building or in the wet slips of the marina. <br /> (3) Building size and location would be restricted generally <br /> te elements of the site plan, floor plan and rendering submitted by the applicant at the public hearing <br /> and retainedby the Co~missionas "Exhibit UP-6S-gA". <br /> (4) Advertising would be limited to one sign generally as shown <br /> ',Exhibit UP-65-9~'with an overall height not to exceed 25 feet nor an overall width not to exceed five <br /> {5) feet and:involving neither neon tube type lighting nor intermittant-direct lighting. <br /> (5) Issuance of the Use Permit would not convey to the <br />c~gpplicant:any right to repair, reconstruct or service boats." <br /> <br /> Motion of Mr. Knight for the Clerk to advertise for public hearing <br /> on December 14, 1965, was adopted, without dissenting vote. <br /> <br />65-294 - The following communication from Cecil Johnson, Clerk of <br /> <br />the Court of Hustings, was read: <br /> <br /> "As required by Title 24-141 of the Code of Virginia, I am <br />transmittingtoyou herewith Certificates of Election giving the results-of-the General Election held <br />on November 2, 196S with reference to the bond issue of One Million Five Hundred Thousand Dollars <br />($1,S00,000.00) in order to'make improvements to the sewage disposal system, at which election three <br />thousand five hundred ninety-six (3S96) votes were cast "For" and one thousand one hundred thirty-seven <br />(1137) votes were cast "Against"." <br /> <br />dissenting vote. <br /> <br />Motion of Mr. Barnes to receive as information was adopted, without <br /> <br /> 65-295 - Motion of Mr. Knight that an appropriate resolution be prepared <br />expressing appreciation for the services o~ Dr. Samuel Graham as Director of Public Health for Portsmouth, <br /> <br /> <br />
