November 23, 1965 <br /> <br /> 65-305 - "I submit the attached ordinance and recommend that it be placed on first <br />reading. This appropriates $575 to purchase two paMcels of la~d already being used as public streets. <br /> This is a problem which we inherited from the last annexation. <br /> One parcel is located at the southeast corner of Military and Loxley Roads <br />and is owned by L. R. Wilborn, and we propose to pa), $375 for this parcel. The other parcel is located <br />at the northeast corner of Bluegill Avenue and Kelly Road and is owned by Norman and Vera Mclntosh, <br />and we propose to pay $200 for this~parcel.'' <br /> <br /> On motion of Mr. Dillon, the following ordinance was approved on first reading, <br />without dissenting vote: <br /> <br />'!AN ORDINANCE TO APPROPRIATE $575.00 FROM THE <br />GENERAL CAPITAL IN~ROVEMENT FUND FOR THE PURCHASE <br />OF PROPERTY LOCATED AT THE NORTHEAST CORNER OF <br />KELLY ROAD AND BLUEGILL AVENUE AND THE SOUTHEAST <br />CORNER OF LOXLEY ROAD AND MILITARY ROAD" <br /> <br /> 65-$04 - "I submit the attached ordinance and recommend that it be placed on first <br />reading. This appropriates funds to meetlthe City's requirements in the Supplemental Retirement Fund <br />and theFire and Police Retirement Fund. <br /> This appropriation supplements the current funds in the budget, and is <br />based on an actuarial study recently completed by Bowles, Andrews, and Towne. They have recommended <br />that approximately $116,000 annually be placed in the Supplemental Retirement Fund, and approximately <br />$2IS,000 annually be placed in the Fire and Police Retirement Fund in oMder to Beep the two funds <br />actuarially sound" <br /> <br /> On motion of Mr. Johnson, the following ordinance was approved on first reading, <br />without dissenting vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE FUNDS TO THE PORTS5~UTH <br />SUPPLEMENTAL RETIREmeNT SYSTEM AND TO THE PORTSMOUTH <br />FIRE AND POLICE RETIREMENT SYSTE~' <br /> <br /> 65-305 - "I submit the attached ordinance and recommend that it be placed on first <br />reading. This appropriates $50,000 from the City Garage Fund for the purchase of equipment. <br /> This is being ~Dpropriated from the $150,000 surplus in th~s fund, and will <br />be used ~sed to:~eplace ten pieces of automotive equipment. <br /> This covers the purchase of nine trucks, one automobile, and the necessary <br />equipment, such as dump bodies to be mounted on the truc~s." <br /> <br /> On motion of Mr. Hastes, the following ordinance was approved on first reading, <br />without dissenting vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $50,000.00 FROM THE CITY <br />GARAGE FUND FOR THE PURCHASE OF AUTOMOTIVE EQUIPMENT" <br /> <br /> 65-306 - "I submit the attached resolution pertaining to Dr. S. A. G~aham, former <br />Director of Public Health, and recommend its adoption." <br /> <br /> On motion of Mr. Barnes, the following resolution was adopted, without dissenting <br />vote:' <br /> WHEREAS, Dr. Samuel A. Graham has resigned as the Director of Public Health, <br />for the City of Portsmouth; and <br /> ~{BREAS, Dr. Graham performed all his duties in an outstanding manner; and <br /> %~4BREAS, Dr. Graham is to be especially commended for his work in drafting <br />and enforcing the Minimum Housing Code, a service which will long be remembered: <br /> NOW, T}IERBFOR~, BE tT RESOLVED by the Council of the City of Portsmouth, <br />Virginia, that the appreciation of the citizens of this City for the valuable service rendered by Dr. Graham <br />be expressed and conveyed to him upon the occasion of his resignation as Director of Public Health. <br /> BE IT FURTHER RESOLVED, that a copy of this resolution be spread upon the <br />minutes of the City Council, and a copy be presented to the said Dr. Graham as a token of the esteemin which <br />he is held by the people of this City." <br /> <br /> 65-307 - "I aubmit the attached ordinance and recommend that it be placed <br />on first reading. This authorizes condemmatioh proceedings against fifteen parcels of land located ~long <br />~allard ~nue. <br /> These proceedings are necessary for the purpose of constructing a sanitary <br />sewer line from the new armory to connect with out sewer system at Vimtory Boui~vard <br /> T~is will also provide sewer service for the residents along this line where, <br />at the present time, there are no sewers." <br /> <br />without dissenting vote: <br /> <br />On motion of Mr. Dillon, the following ordinance was approved on first reading, <br /> <br />"AN ORDIN,%NCE TO PROVIDE FOR THE ACQUISITION OF CERTAIN <br />PROPERTY BY THE CITY OF PORTSMOUTH HNDBR EMINENT DOMAIN <br />PROCEEDINGS PURSUANT TO CHAPTER 126 OF THE ACTS OF ASSEMBLY <br />OF 1964, SAID PROPERTY BEING NECESSARY FOR THE CONSTRUCTION <br />OF A SANITARY SE~ER AND PUMPING STATION" <br /> <br /> <br />
