Novmmber 23, 1965 <br /> <br /> Motion of Mr. Johnson to concur in the recommendation of the City Manager was <br />adopted, without dissenting vote. <br /> <br /> 65-299 - "I submit the attached resolution and recommend its adoption. <br /> This appoints viewers for the closing of Sixth S~reet, between <br />Madison and Edwards Streets. <br /> This has been approved by the Planning Commission, and the closing <br />is being requested in order that an apartment project can be developed in this area." <br /> <br /> On motion of Mr. Dillon, the following resolution was adopted, without <br />dissenting vote: <br /> "W]tEREAS, Paul Gordon has made application to vacate and close <br />that portion of Sixth Street lying between b~dison Street and Edwards Street, and it appearing that <br />notice of the application and request for the appointment of viewers was duly posted on November t2, <br />1965, on the bulletin board of the Court of Hustings for the City of Portsmouth, on the bulletin board <br />of tke Circuit Court of the City of Portsmouth, and on the bulletin board of the Municipal Court of <br />the City of Portsmouth: <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that Graydon D. Meginley, James V. McGehee, Louis J. Leitner, Zalmon I. Blachman, <br />and L. A. Clark be appointed viewers to view said street and report to this Council in writing whether <br />in their opinion any, and if any, what inconveniences would result from vacating and closing the <br />aforementioned part of Sixth Street." <br /> <br /> 65-500 - "I submit~the attached resolution and recommend its adoption. This <br />closes an alley from Deep Creek Boulevard, running northward approximately 248 feet. <br /> ~is is a paper alley and is of no value to the City. <br /> Rogers Euneral Home has requested the closing in order to improve <br />their property. <br /> The Planning Commission has approved this closing. <br /> <br />On motion of Mr. Johnson, the following resolution was adopted, without <br /> <br />dissenting vote: <br /> <br /> "WHEREAS, Cornelius C. Rodgers, Jr., et al~ have made application <br />to vacate and close alt that certain alley beginning at Deep Creek Boulevard between the properties known <br />as 2515 and 2600 Deeo Creed Boulevard and running northerly 248 feet, more or less, to a ditch; and it <br />appearing that notice of the application and request for the appointment of viewers was duly posted on <br />November 3, 1965, on the bulletin board of the Court of Hustings for the City of Portsmouth, on the <br />bulletin board of the Circuit Court of the City of Portsmouth, on the bulletin board of the Municipal <br />Court of the City of Portsmouth. <br /> NOW, THEREFORE, BE'IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that Millard C. Norman, Leo V. Schocklin, R. A. Craig, Jr,, Frank N. Bilisoly, <br />and A. J. Mapp be appointed viewers to view said alley and report to this Ceuncil in writing whether in <br />their opinion any, and if any, what inconveniences would result from vacating and clesing-the aforementioned <br />alley." <br /> <br /> 65-30~ - "I submit the attached ordinance and recommend that it be placed <br />on first reading. This gives the City Manager the authority to revoke a taxi driver's permit within <br />thirty days after it is issued. <br /> This is being requested ~in ogder that we may issue a temporary <br />permit until proper investigation has been completed. At the present time, when a person applies for <br />a permit, it takes approximately fifteen days to orocess it through the police records. <br /> This will eliminate the inconvenience for individuals having to <br />wait the fifteen days after making application for a taxi driver permit. <br /> Under the present code, there is no authority to revoke a permit <br />once it has been issued unless the operator violates Section 34-54 pertaining to the revocation of a <br />permit." <br /> <br /> On motion of Mr. Eastes, the following ordinance was approved on first <br />reading, without dissenting vote: <br /> <br />"AN ORDINANCE TO ~4BND SECTION 34-48 OF THE CODE <br />OF THE CITY OF PORTSP~DUTH, VIRGINIA, 1961, TO GIVE <br />~HE CITY MANAGER DISCRETIONARY AUTHORllY TO REVOKE <br />~NY TAXICAB DRIVBR'~ PERMIT FOR TMIR~Y DAYS FOLLOUING <br />ITS ISSUANCE" <br /> <br /> 65-502 - "I submit the attached ordinance and recommend that it be placed <br />on first reading. <br /> This appropriates $4,000 for the purchase of property on Pinners <br />Avenue. <br /> This is another parcel of land being acquired in Pinners Point <br />in con~unction with the marine terminal." <br /> <br /> On motion of Mr. Barnes, the following ordinance was approved on first <br />reading, without dissenting vote. <br /> <br />"AN ORDINANCE TO APPROPRIATE $4,000.00 FROM THE <br />GENERAL CAPITAL IMPROVEmeNT FUND FOR THE PURCHASE <br />OF PROPERTY'AT 164 PINNERS AVENUE" <br /> <br /> <br />
