November 25, 1965 <br /> <br />Street which comprise the so,called "CRAWFORD CRESCENT". The Southeastern Virginia Regional Planning , <br />Commission appended to the plan, as presented, Page ll-A to clarify Figure 4 with reference to the overall <br />street plan for Crawford Crescent. Relative to this Crawford Crescent appendage, the Commission questions <br />the meaning of the three "as programmed" notations found on p. 170. Since 1962, the Portsmouth City <br />Comprehensive Plan has called for eaten, ion of the Federal-State primary highway system to include Crawford <br />Crescent, and the Commission reaffirms thatunrealized official objective. <br /> <br /> S. INTERSTATE 264-GREENWOOD DRIVE INTERCHANGE (Re: FIGURE 4, PAEE 11): <br />This matter should be restudied early in the process of ¢ontinuing'transportatibn planning. Additional <br />research will indicate the necessity for this relatively minor improvement. <br /> <br /> ~, ~UTURH TRAFFIC CORRIDOR - GREENWOOD DRIVH-HODGES FERRY ROAD OR ELN~URST <br />LANE? (re: FIGURE 4, PAGEll): During the SoUtheastern Virginia Regional Planning Commission public <br />hearihg, Architect Glenn Yates Submitted the Portsmouth City Planning Commission study titled "ELB~URST <br />LANE SUBSTITUTION" dated March 1965 relative to the substitution of Elmhurst Lane for Hedges Ferry Road <br />in proposals for extensive arterial improvement of Hedges FerrY,-ROad and Greenwood Drive. This subject <br />should be restudied early in the process of continuiBg transportation planning. The Commission anpends <br />a copy of the study to "CP-$-65~'. '~ ~ <br /> <br /> 7. "ARTERIAL ROUTES", FIGURE 4, PAGE I1: Wesley and Cleveland Streets between <br />Broad Street and Harbor Drive should be shown as arterial routes. The following six street segments do not <br />or will not fall into the classification of arterial streets: <br /> <br />(a) South Street, east of Elm Avenue. <br />(b) Court Street, London Street to Crawford Parkway <br />(c) Washington Street, Lofiflon Street to Crawford Parkway <br />(d) Washington Street, Portsmouth Boulevard to Downtown Tunnel <br />(e) High Street, Washingzon Street to Effingham Street <br />(f) A Street, west of Effingham Street <br /> <br /> 8. ARTERIAL ROUTE LINKING PORTS~DUTH BOULEVARD AND VI6?ORY BOULE~IJkRD: Statement <br />p. 55: "An arterial extension was proposed in PortsmoBth between Portsmouth Boulevard (Virginia Route 337) <br />and Airline Boulevard (U.S. Route 58) to link with Vigtory Boulevard. This route was also deleted due to <br />relatively iow volume potential." In the process of continuing transportation plannings this matter should <br />be restudied 'in the context of the mounting bottleneck at Alexander's Corner where increasing nortli-~outh, <br />east-west traffic volumes at grade conflict. <br /> <br /> 9. JACKSON AVENUE AS SHOWN ON PAGE 46: Jackson Avenue should be upgraded to <br />arterial standards along its relocated route for its entire length to Cleveland Street since it is the only <br />route serving industrial Pinners Point. <br /> <br /> 10. ,MASS RAPID TRANSIT: Pages i~, 4 and 8 a~knowledge the need for mass rapid <br />transit in 1980. These expressions are wholeheartedly endorsed. No tangible proposals are found in this <br />transportation plan. Neither the Southeastern Virginia Regional Planning Commission nor Portsmouth. should <br />lose sight of the need to develop specific plans for continuation and improvement of mass rapid transit <br />wSich is so essent, ial-To the future of our metropolitan area. For lack of any specific proposal, the <br />Commission appends to "SP-3-657 its "ELIZABETH RING MASS TRANSIT IDEA" of October 24, 1965, for study <br />during the required continuing transportation planning process. <br /> <br /> 11. RESERVATIONS RELATIVE TO EXACT ALIGN~NTS PROPOSED: The Commission accepts the <br />need for arterial system extension and modernization but fe~ls the fina'l alignments noted below may be <br />altered slightly as a result of more detailed study: <br /> <br /> (i) Interchange of ~tropolitan Loop Freeway with Western Freeway; study should <br />be given to feasibility of relocating interchange more westerly and southerly to avoid industrial area north <br />of ~esley Street and east of Chautauqua Avenue. <br /> <br /> (b) Metropolitan Loop Freeway - Station 225 to Station 500; possible realignment <br />of proposed route so that Freeway passes on Federal property to south of proposed alignment thus missing <br />existiRg industries in path of proposed freeway." <br /> <br />No one spoke in regard to the amendment. <br /> <br /> Motion of ~. Barnes to approve the Highway Transportation Plan, as recommended by the <br />Planning Commission, was adopted, without dissenting vote, <br /> <br />*Page 251 <br /> <br />On motion of Mr. Eastes, the fe.lt6~g resolution was adopted, without dissenting vote% <br />The following reports from the City Manager were read: <br /> <br /> 65-298 - "Bids were received on November 10, 1965, for additions and improvements <br />to the Sewage Treatment Plant in Pinners Point. Two bids were received as follows: <br /> <br />McElwee-Courbis Construction Co., Inc. <br />Vanguard Construction Corp. <br /> <br />$941,450 <br />$919,405 <br /> <br /> The low bid is 16 per cent over the engineers' estimate, and they have <br />recommended that these 5ids be rejected and the project readvertised. <br /> <br /> They further recommend that certain changes be made in the project which will not <br />materially affect the performance and operation of the expanded plant, and also to increase t~e contract time <br />for completion to 400 days. <br /> I condur in the engineers' recommendation, and also recommend that bids be received <br />on January 19, 1966." <br /> <br /> <br />
