December 14, 1965 <br /> <br /> 1. A triangle fronting 122 feet on the south side of Sreenwood <br />Drive known as part of 8lock R. in Washington Heights and identified ma tax plate 561 as Block R, <br />Lots 8, 10, 12, 14, and 16. Approximately one-seventh of an acre is involved. <br /> <br /> 2. A triangle of'land representing the eastern most tip of the ~ <br />former municipal dum~tlocated adjacent to Section 15 of C~alier Manor between Greenwood Drive and Home <br />Avenue. This triangle contains approximately one-eighthS! of an acre. ~ <br /> <br /> These two small triangles of land are shown on a plat prepared by Baldwin <br />and Gregg, Civil Engineers and Surveyors, Norfolk, Virginia, dated November 29, 1965, and labeled T-5411. <br /> <br />The Planning Commission recommends that these properties be disposed of <br /> <br />at public auctien.~ <br />dissenting vote. <br /> <br />Motion of Mr. Knight that the property be sold, was adopted, without <br />65-$52 - //~e following letter from the Planning Conunission was read: <br /> <br /> "At its regular monthly meeting on December 7, 1965, the City <br />Planning Commission acted upon the following three rezoning applications: <br /> <br /> Z-65-25 - Application by the Manager for the City Council to <br />rezone property described as follows: Beginning at the southwest corner of Airline Boulevard and Bedford <br />Court in Portsmouth Acres; thence southeasterly a distance of $05' to the north right-of~way line of Leedale <br />Avenue; thence southwesterly along said right-of-way line a distance of 1,155} to the point;~hence <br />northwesterly a distance of 290.5' to the south right-of-way line of Airline Boulevard; thence northeasterly <br />along said right-of=way line a distance of approximately 1,155' to the point of origin; from Commercial C-2 <br />to Residential R-150. After careful review of this entire situation, the Planning Commission resolved to <br />recommend that City Council pursue its intention of rezoning this property to its status of 1961. <br /> <br /> Z-65-30 - Petition of Dr. W. D. Purser to rezone property described <br />as follows: Beginning at the northeast corner of Harbor Drive and Queen Street; thence north along the eastern <br />right-of-way line of Harbor Drive approximately 105'; thence east along a rear property line approximately <br />45'; thence south approximately 105' to the northern right-of-way line of Queen Street; thence west along <br />said right-of-way line approximately 45' to the point of origzn; from RMsidential R-60 to Commercial C-1. <br /> <br /> Following a comprehensive review of contemplated highway <br />construction and future land use in the vicinity of the Harbor Drive-London-Glasgow highway interchange, <br />the Commission resolved to recommend approval of this application. The Commission notes that a non- <br />residential corridor between High Street and the London-Gla~ggw highway, east of Harbor Drive, will rapidly <br />emerge in the next few years. Since this long-range trend will benefit the City of Portsmouth and because <br />Dr. Purser's application from Residential to Commercial is ~nLkeeping therewith, the Planning Commission <br />finds ample reason for its affirmatIve recommendation. <br /> <br /> Z-65-51 - Petition of J. Frank Williams to rezone property <br />described as follows: Beginning at the southwest intersection Df London Street and Peninsula Avenue; <br />thence south along the west side of Peninsula Avenue 142'; thence west and aprallel with London Street 85'; <br />thence north S8'; thence ~ast 4'; thence north and parallel with Peninsula Avenue 55' to London Street; <br />thence east along the south side of London Street 85' to the point of or~gin; from Residential R-60 to <br />Commercial C-2. After consulting the Portsmouth Redevelopment and Housing Authority which has already <br />.invested more than $200,000 inp~reparing plans for this section of our city, the Planning Commission accepted <br />the Authority's recommendation and recommends denial of this application." <br /> <br /> Motion of Mr. Barnes that the City Clerk be authorized to advertise <br />for public hearing on January 11, 1965, was adopted, without dissenting vote. <br /> <br /> 65-553 - ~he following letter from Benjamin A. Haddon, Chairman, <br />Portsmouth-Dunedin Civic Understanding Commission, was read:. <br /> <br /> "On October 23, 1962, this body appointed the undersigned as <br />an official representative of this City to carry out the Sister-City Affiliation Program with Dunedin, <br />New Zealand. This responsibility was accepted with honor and dignity and with dedicated effort we tried <br />to achieve that which would bring credit to this city and this nation through the President's ~eople-to- <br />People Program under the sponsorship of the National League of Cities, Washington, D. C. <br /> Over the past three years it has been my pleasure and delight <br />to see this program reach a certain measure of.success and to witness the germ of an idea conceived by <br />Mayor R. Irvine Smith grow into real and healthly international relationship. I have seen many wonderous <br />things accomplished through the program and the awakening of certain civic pride among the citizens of <br />not only Portsmouth but of its sister-city, Dunedin. We have welcomed many New Zealand visitors to our <br />area and we have had the pleas~r4~e of wishing many of our own citizens smooth sailing on their trips to <br />New Zealand. <br /> Through the efforts of many people these and many other deeds <br />are the acconrplishment of the program and it is my fervent hope that such progress will continue under <br />the guidance of another chaiumnan. With this as the point, I herewith tender my resignation to become <br />effective _January 1, 1966, or sooner if this body so desires." <br /> <br /> Motion of Mr. Barnes to.idelay action on this matter, and that the Mayor <br />contact Mr. Haddon and ask if he will r¢consider~ was adopted, without dissenting vote. <br /> <br /> <br />
