<br /> 65-334 - The following letter from C. Roy Kelly Co. was read:
<br /> !'Our office holds an exclusive authorization to sell the house and lot
<br /> located at 237 Carolina Avenue, Pinners Point. Knowing that the City is interested in property in that
<br /> area, I asked the listing agent to offer the property to the City.
<br /> On November 22, 1965 a letter was sent to the Assistant City Manager,
<br /> offering the property for sale at the V.A. appraised price of $5,800.00.
<br /> In a letter dated November 26, 1965, the Assistant City Manager advised
<br /> us that it is the policy of the city to deal only with property owners in the Pinners Point area.
<br /> I don't know whether the City would be interested in acquiring this
<br />particular property; but, I do believe that your policy in this type of situation should be reviewed.
<br />In this case the~owners of the property have chosen to have a professional real estate firm represent
<br />them rather than attempting to sell the property on their own. h~y should they be penalized because
<br />the City has~ policy against dealing with real estate firms which, by the way, pay substantial license
<br />fees to the City in order to c~o business.
<br /> Seemingly, the policy of our City is this: when you need legal advice,
<br />you use an attorney; when you have engineering problems, you consult with an engineer; when you have
<br />health problems, you use a physician; when you need help in matters of real estate, you try to handle
<br />it yourself.
<br />
<br /> I should like to request that the City review its policy in regard to
<br />doing business with real estate firms."

<br /> 65-$55 - The following letter from William B. Murden was read:
<br /> "I have served as Justice of the Peace from Madison Ward for the past
<br />twelve y~ars. But have since moved to Hodges Ward. Should' you appoint Justice of the Peace at large,
<br />I wish to apply for reappointment for a new term."

<br /> 65-336 - The following letter from Dr. M. E. Alford Superintendent of Schools,
<br />was read: ,

<br /> 'The School Board at its regular meeting on Friday, December 10, 1965
<br />passed the following resolution: ,
<br /> That the School Board respectfully request the City Council to transfer
<br />titles of all school occupied properties from the city to the School
<br />
<br /> Council,

<br /> 65-337 - The following letter from Dr. M. E. Alford, Superintendent of Schools
<br />was read: ,
<br /> "The School Board passed the following resolution at its December 10, 1965,
<br />meeting:
<br /> 'That the architectural firm of Yates and Boggs be commissioned to prepare
<br />preliminary plans for a new Learning Resource and Administration Center for the Portsmouth Public Schools.
<br />The Planning funds, not to exceed ~ m~ximum of $15,000.00, will be taken from the school Board's portion
<br />of the proceeds of the Briggs School fire insurance.~-

<br />Motion of Mr. Johnson to receive as information, was adopted, without dissenting
<br />
<br /> 65-338 - The following letter from Dr; M. E. Alford, Superintendent of Schools
<br />was read: ,
<br /> "The School Board requests:that the portions of Keay and Jameson Streets
<br />which traverse the school property on the south side of the Cradock High School site be closed. This
<br />area, recently acquired from the Federal Government, will be ntilized to enlarge and improve the physical
<br />education facilities at Cradock High School.
<br /> In addition to serving students enrolled at Cradock High School, this
<br />area will be made available to the.Recreation Department for their summer program."
<br />
<br /> Motion of Mr. Barnes to refer ~o the Planning Commission for proper handling, was
<br />adopted, without dissenting vote.
<br />
<br /> 65-539 - ~otion of Mr. Barnes that the City Attorney prepare a resolution on the
<br />posit~on of the City Council on the proposed State Sales Tax, was adopted, without dissenting v~te.
<br />
<br /> 65-540 ~ Motion of Mr. Barnes that a copy of the first bulletin of the United
<br />States Civil Defense issued here, <ince [he offize of the Executive Secretary has been located in Portsmouth,
<br />be bound and placed in the Portsmouth Public Library, and included in the minutes of the Council ( fi~e
<br />records ), was adopted, without dissenting vote.
<br />
<br /> 65-541 - Motion of Mr. ~ohnson, that the site of the former Briggs School, Washington
<br />and King Streets, be opened for free parking, with a limit of two hours, until Council has made a decision
<br />on the disposition of the lot, was adopted, without dissenting vote.
<br />
<br /> 65-542 - ~otion of Mr. Johnson to refer to the City Manager for s~udy, the Douglas Avenue
<br />between Cleveland and ~oodrow Streets, need for improvement, was adopted, without dissenting vote.
