December 14, 1965 <br /> <br /> 65-525 - "For the development of the Marine Terminal at Pinners Point, which <br />will be.-handled by the Virginia State Ports Authority, it is necessary to employ special counsel and bond <br />counsel. <br /> As the financing of this project will be handled by the Virginia <br />State Perts Authority, the Board of Commissioners of the Authority has approved the employment of Kaufman, <br />OBerndorfer, Spainhour and Hall of Norfolk as Special Council; and Mitchell, Pershing, Shetterly and Mitchell <br />of New York, New York,=as Bond Couns~lo <br /> This action was taken by the Board subject to the consent and approval <br />of the Portsmouth City Council. - <br /> I recommend that the City Council concur in the action taken by the <br />Commissioners of the Virginia State Ports Authority." <br /> <br /> Motion of Mr. Knight to concur in the recommendation of the City Manager was <br />adopted, without dissenting vote. <br /> <br /> 65-526 - "I recommend that a public hearing be held at the next regular <br />Council meeting on December 28, 1965, on the proposed Charter changes. <br /> This public hearing is necessary in order to comply with the State <br />law governing any Charter changDs to be submitted to the General Assembly." <br /> <br /> Motion of Mr. Bastes to concur in the reconmlendation of the City Manager <br />was adopted, without dissenting vote. <br /> <br /> 65-527 - "I submit the attached ordinance and recommend that it be placed on <br /> first reading. This authorizes condemnation proceedings for the acquisition of land for the right-of-way <br /> to constr~ct an access road between Virginia State POrtS Authority property and property owned by the <br /> City of Portsmouth. <br /> This construdtion is necessary in order that the Virginia State Ports <br /> Authority property and the City of Portsmouth property can be connected by a roadway system for fire and <br /> police protection, and for the handling of cargo for the pier facilities on Virginia State Ports Authority <br /> p~operty and the proposed new pier facilities to be constructed on land presently owned by the City. <br /> This ordinance takes the place of a similar ordinance adopted in <br /> June 1965.
