The adoption of this ordinance allows the City to collect a portion of the tax assessed on <br />bank stock by ~he State. <br /> This ordinance will allow the City to collect $.40 of each dollar of <br />tax which is imposed bY the State. <br /> .This ordinance is adopted annually." <br /> <br /> On motion of Mr. Knight, the following ordinance was approved on first reading, <br />without dissenting vote: <br /> <br />"AN ORDINANCE IMPOSING TAXES ON SHARES OF STOCK OF <br />BANKS LOCATED IN THE CITY OF PORTSMOUTH FOR THE YEAR <br />1966 AND ANNUALLY THEREAFTER, FIXING THE RATE AND <br />REQUIRING THE PAYB~NT THEREOF, REQUIRING CERTAIN <br />REPORTS, AND PRESCRIBING PENALTIES FOR THE VIOLATION <br />THEREOF" <br /> <br /> 65-$20 - "I submit the attached ordinance and recommend that it be placed on first <br />reading. This places an assessment as part of the cost against each civil action filed in the city <br />courts. <br /> The assessment will be $1 in the Hustings and Circuit Courts and $.S0 <br />in the Municipal Court. <br /> These funds will go toward the establishment of a new law library, when <br />the new courts building is constructed. <br /> This action has been recommended by the Bar. Association. <br /> <br />was adopted. <br /> <br />Motion of Mr. Leary to suspend the rules to hear John A. MacKenzie, attorney, <br /> <br />Mr. MacKenzie spoke endorsing the plan. <br /> <br /> On motion of Mr. Dillon, the following ordinance was approved on first reading, <br />without dissenting vote: <br /> <br />"AN ORDINANCE TO A~ND CHAPTER 10 OF THE CODE OF THE CITY <br />OF PORTSMOUTH, VIRGINIA, 1961, BY ADDING THERETO A NEW <br />ARTICLE NUMBERED 15, IN~OSING AND PROVIDING AN ASSESSMENT <br />AS PART OF THE COSTS INCIDENT TO EACH ORIGINAL CIVIL <br />ACTION FILED IN THE COURTS OF THE CITY OF PORTSMOUTH AND <br />PROVIDING THAT SUCH ASSESSMENT SO COLLECTED SHALL BE HELD <br />FOR THE ESTABLISHMENT, USE AND MAINTENANCE OF A PUBLIC <br />LAW LIBRARY" <br /> <br /> 65-321 - "A study has been made by the Traffic Department regarding the installation <br />of parking meters on Washington Street, between London and Queen Streets. <br /> It has been found that these spaces are being used predominantly by <br />students attending school and other all-day parkers. It is believed that the installation of parking <br />meters will provide more turnover in the parkirrg in this area. <br /> It is not necessary to amend the ordinance, as this area is presently <br />included in ~he parking meter area. <br /> I recommend that the meters be installed in this block of P~ashington Street." <br /> <br /> Motion of Mr. Eastes to concur in the recommendation of the City Manager was adopted, <br />without disse~ting vote. <br /> <br />65-322 - "I submit the attached casement between the Virginia Electric and Power <br />Company and the City of Portsmouth, and recommend that~the proper City Officials be authorized to sign. <br /> This covers the power line crossing Portsmouth Water Department property <br />on Lake Cahoon. <br /> It is necessary for the Virginia Electric and Power Company to erect two <br />new poles along State Highway 656 due to the widening of this road ~y the State Highway Department." <br /> <br /> Motion of Mr. Dillon that the proper city officials be authorized to sign the easement <br />was adopted, without dissenting vote. <br /> <br /> 65-$2$ - "I submit t~e attached agreement between the Atlantic Coast Line Railroad <br />Company and the City of Portsmouth, and recommend that the prqoer. City Officials be authorized to sign. <br /> ~nis street has been widened and new signals installed. <br /> This agreement wilt replace one covering the old signals at this location." <br /> <br />was adopted. <br /> <br />Motion of Mr. Barnes that the proper City Officials be authorized to sign the agreement <br /> <br /> 65-324 - "I submit the attached agreement between the Atlantic Coast Line Railroad <br />Company and the City of Portsmouth and recommend that the ore, er City Officials be authorized to sign. <br />This covers the waterline crossing ahde~ the tracks of the'Atlantic Coast Line Railroad Company in <br />Pinners Point. <br /> This waterline is necessary to f~rnish water to the piers owned by the <br />Virginia State Ports Authority and leased to the Portsmouth Port and Industrial Commission." <br /> <br /> Motion of Mr. Barnes that the proper city officials be authorized to sign <br />the agreement was adopte~d, without dissenting vote. <br /> <br /> <br />
