<br /> Moiion of Mr. Eastes to concur in the recommendation of the City Manager
<br />and adopt the following resolution was lost and by the following vote:
<br />
<br /> ~HEREAS, Sections 15-1.855 and 15-1.912 of the Code of
<br />Virginia, 1950, as amended, provide for amendment o£ city charter unon the holding of a nublic hearing
<br />and request of the City Council to the General Assembly; and
<br /> WHEREAS, The City Council is of the ooinion that an amendment
<br />to the Charter of the City of Portsmouth is necessary, and desirable at this time, and has held the nublic
<br />hea~ing, required by law.
<br /> NOW, THHP~FORE, BE IT RE~SOLVED by the Council of the City of
<br />Portsmouth, Virginia, that the City Attorney is hereby directed to prepare, and to transmit to the
<br />General Assembly, together with certified copies of this resolution, drafts of bills amending the
<br />hereinafter mentioned section of the Charter of the City of Portsmouth so that said amended section shall
<br />read as follows:

<br /> CHAPTER XII. SECTION 5. [a) An applicant for an entrance
<br />examination under civil service, must be ~ citizen of the United States of America and a noter of the
<br />City of Portsmouth, who can read and write the Hnglish lan~age, and must have been ~ resident of said
<br />city for at least one year; or in the case of an applicant residing within territory which has been
<br />annexed by the City less than one year before such application, provided such applicant shall have
<br />resided therein not less than one year;bprovided, however, the civil service commission may waive or
<br />r educe the voter qualification and residency reeuirements with resoect to any examination if in their
<br />opinion such reduction is necessary to secure sufficien~ qualified applicants. In the discretion of the
<br />civil service commission, voter qualification and residency requirements may be waived for technical and
<br />orofessional oositions for which qualified applicants who are residents of the said city cannot be obtained.
<br />
<br /> (b) ;m applicant for a position of any kind under civil
<br />service must be of an age suitable for the position applied for, in ordinary good health, of good moral
<br />character and of temperate and industrious habits; these facts to be ascertained in such manner as the
<br />commission may deem advisable."

<br /> 66-21 - "I submit the attached resolution and recommend its adoption.
<br />This appoints viewers for the closing of Smithfield Road between Beechdale Road and Victory Boulevard.
<br /> This closing has been requested by Diversified Investments,
<br />IncorPorated and has been approved by the Planning Commission."
<br /> On moLion of Mr. Dillon, the following resolution was adopted:
<br /> %~%IERHAS, Diversified Investments, Inc. has made application
<br />to vacate and close that portion of Smithfield Road lying between Victory Boulevard and Beechdale Road,
<br />and it appearing that notice of the application and request for the appointment of viewers was duly
<br />hosted on January 5, 1966, on the bulletin board of the Court of Hustings for the'City of Port~outh,
<br />on a pole at the intersection of Victor), Boulevard and Beechdate Road, and on a ~ole at the intersection
<br />of Smithfield Road and Beechdale Road:
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
<br />Portsmouth, Virginia, that Graydon D. Meginley, James V. McGehee, Frank N. Bi~isoly, Charles R, Lively,
<br />and L. A. Clark be appointed viewers to view said street and report to this Council in writing whether
<br />in their opinion any, and if any, what inconvenience would result from vacating and closing the
<br />aforementioned ~art of Smithfield Road."

<br /> 66-22 - "I submit the attached ordinance and recommend that it be nlaced
<br />on first reading.
<br /> This appropriates $25,000 ~or the purchase of property in
<br />Pinners Point. This property is loaated at 187-189 Pinners Avenue, 174 Pinners Avenue, 152 Pinners Avenue,
<br />and 150 Seaboard Avenue."

<br /> On ~otion of Mr. Hastes, the following ordinance was approved on first
<br />reading, without dissenting vote.
<br />
<br /> "AN ORDINANCE TO APPROPRIATE $25,000.00 FROM
<br />THE GENERAL CAPITAL IMPROVE~ENT FUND FOR THE PURCIi~SE
<br />OF PROPERTY AT PIN~ERS POIN~F''
<br />
<br /> 66-25 - "I submit the attached ordinance and recommend that it be
<br />~laced on first reading. This appropriates $60,000 for the construction of a well at Lake Kilby.
<br /> This will a~meSt double our supply from undergroun~
<br />sources, and will enable us to maintain proper fluoride content. The 2 - 2.5 million additional
<br />gallons per day to our water supply will be essential before the early summer of I966, as the water
<br />treatment ~lant cannot be completed before midyear 1967.
<br /> The cost of this well is $57,675 and the appropriation of
<br />$60,000 is being reouested from the Bond Fund, for which bonds will be issued in April of this year.
<br /> t further recommend that the contract for the construction
<br />of this well be awarded to Layne-Atlantic Company."
