<br />At a regular meeting of City Council, held on January 25, 1966, there were
<br />
<br />present:

<br />R. Irvine Smith, Jack P. Barnes, John L, Dillon, George D. Eastes, Burrell R. Johnson,]
<br />L. L. Knight, W. T. Leery, A. P. Johnson, Jr., City Manager, and M. A. Kerb, Jr.,
<br />City Attorney.
<br />
<br />The meeting was opened with prayer by Mr. Knight;
<br />
<br />Minutes of regular meeting of January 11, 1966, were read and approved.
<br />
<br /> 66-7 - Motion of Mr. Hastes to suspend the rules to hear those present who had
<br />expressed an interest in the ordinance prohibiting the keeping of poultry or other fowl which make noise,
<br />within the City, was adopted.
<br />
<br />The following spoke.
<br />
<br />Atto~ey Jerome P. Cart, who presented the following petition:
<br />
<br /> "The undersigned residents of the Cradock area urge the Council of the City
<br />of Portsmouth to pass an appropriate ordinance controlling the keeping of fowl within the City limits that
<br />disturb neighbors with their noises. Ail of the undersigned are annoyed by the crowing by the crowing
<br />of roosters kept in the area in which they live, and the disturbance is not a minor matter but a serious one,"

<br />Attorney Robert Powers, who presented the following vetition:

<br /> "I, Mrs. Joseph T. Brescia, have bantams at 51 Harris Road. I would like to
<br />know if these bantams d~sturb your sleep, or in anyway annoy you. If they do not annoy you please sign this
<br />statement with your name and address. This to be presented to the City'Councilmen at their next meeting.
<br />Thank you."

<br /> E. G. Hatchell, who presented the following petition:

<br /> "This petition is to evidence that I am a'neighbor of Mr. Gordon Hatchelt
<br />residing on Cypress Road, Portsmouth, Virginia, and that his keeping, breeding and exhibiting of oure-bred
<br />fancy bantams as a leisure time hobby has not been and is not now an annoyance to the peace and q~iet of
<br />my family nor to their mode of living. We support his right to raise pmre-bred fancy bantams as a hobby
<br />and respect~ully urge members of the Portsmouth Council to vote opposition to an ordinance which could
<br />ultimately destroy this liberty."

<br />The following reports from the City Manager were read:
<br />
<br /> 66-20 -"I submit the attached resolution-and recommend its adontion.
<br /> As instructed by the City Council, a meeting was held ~etween representatives
<br />of the Fire and Police Departments, the Mayor, Mr. R. H. }{~ks and me concerning the elimination of the ~.~
<br />residency requirement as has been requested by the Police Department. At this meeting no agreement oould
<br />be established between the two departments.
<br /> Other than the two committees, it was our opinion that there was no
<br />reason that this residency requirement could not be eliminated for the Police and not for the Fire Department;
<br />however~ in an attempt to reach what we thought would be a solution to satisfy both departments, 8
<br />representatives from each department was invited back the next day and the following proposition submitted
<br />to them:
<br /> ~That a resolution be adopted by the City Council which would all~ the
<br />Civil Service Commission to drop the residency requirement of I year to no residency requirement for either
<br />the Fire or Police Department, if so requested by either department.'
<br /> This would be an amendment to the present Charter provision, whereby the
<br />Civil Service gommission is allowed~to reduce the residency requirement from 1 year to 6 months. At the
<br />present time, theCommission is operating under the 6 months residency requirement.
<br /> The representatives of the two departments were requested to take this
<br />alternate proposal to their respective departments and advise this office of the feelings of the two
<br />departments concerning this.
<br /> The Police Department advised this office that this amendment would be
<br />satisfactory to them. The Fire Department advised that the committee approved the alternate proposal;
<br />however, when it was submitted to the members of the local, they veted it down."
