<br />66-46 - The following communication from Herman C. Williams, Jr.,
<br />
<br />2 32 Mayflower Road, was read:
<br />
<br /> "As a spectator at the Council meeting on January 25, 1966,
<br /> I became alarmed at the problem our Police Department has in maintaining itsforce at full strength.
<br /> I also do not wish to see unnecessary changes made in the Civil Service rules for selecting future
<br /> nolice and firemen,
<br /> As an addition to the other means of solving this problem
<br /> which were proposed by council, I wish to recommend consideration be given to establishing a Portsmouth
<br /> City Police Auxilary Core. This would not only solve the problem of insufficieht personnel, but it
<br /> would reduce the cost of operating the Police Department, and may even improve the existing high quality
<br /> of protection now provided our great city.
<br /> All members of an auxilary cone should have most of the
<br />high qualities we now insist upon for our full time oolicemen, they could possibly be trained with the
<br />existing police training facilities, they should carry identification and a signaling de~ice to summon
<br />help, they should serve in their snare time at little or no charge for their ,services and could pay
<br />most if not, all of the cost of their uniforms and weapons, if these are required.
<br /> A discussion of such organizations appeared in the "This
<br /> Week" section of the January 9th, or 16th issue of "The Virginian Pilot." This article is recommended
<br /> as a source of additional information.
<br /> An organization of this type is not intended asa threat
<br />to the job security of the existing policemen. It would, on the other hand, present the police force
<br /> with a challenge to properly train and efficiently use this extra help to their own advantage.
<br /> A Police auxilary core should have such prestege as to attract
<br /> high quality individuals, and it should consist of citizens from every level of society. Its members
<br /> will be "off duty" most of the time and thus mingling unnoticed in almost every gathering in their normal
<br />
