February 8, 1966 <br /> <br />The following reports from the City Manager were read: <br /> <br /> 66-58 - "I submit the attached agreements and recommend that the <br />proper City Officials be authorized to sign. These agreements are between the Seaboard Airline Railroad <br />Company and the City of Portsmouth, covering a street improvement and a sewer line. <br /> At the present time, the City has a street leading to the <br />new water reservoir at the five-mile post; and it encroaches upon the railroad right-of-way, One <br />agreement covers this and will allow the City to i~rorove the street. <br />The other agreement covers the installation of an 8-inch <br />sanitary sewer line under the railroad tracks at the 4-mile post. This line will serve the new armory." <br /> <br /> Motion of Mr. Dillon to concur in the recommendation of the <br />City Manager was adopted, without dissenting vote. <br /> <br /> 66-39 - "I submit the attached ordinance and recommend that it be <br />~laced on first reading, This adopts a new fire code, along with a section regulMting the use of <br />fireworks within the City, <br /> This is the latest code recommended by the American Insurance <br />Association, which was formerly the National Board of Fire Underwriters. <br /> There is an additional section covering the use of fireworks, <br />as the fire code does not provide any police regulations regarding these. <br /> This code has been reviewed and recommended by the Fire <br />Department." <br /> <br /> On motion of Mr. Leafy, the following ordinance was approved <br />on first reading, without dissenting vote: <br /> <br /> "AN ORDINANCE TO M~ND THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA, 1961, BY AS~NDING ARTICLE III OF <br />CHAPTER 11 THEREOF SO AS TO ADOPT THE FIRE PREVENTION <br />CODE, 1965 EDITION, OF THE k~4ERICAN INSURJLNCE ASSOCIATION <br />AS THE FIRE PREVENTION CODE OF THE CITY OF PORTSMOUTH, AND <br />BY ADDING TO CHAPTER 11 OF ~{E CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1961, A NEW ARTICLE NU~ERED IV, REGULATING TIlE <br />51~NUFACTURE, SALE ~ND DISCHARGE OF FIP~WORKS AND PROVIDING <br />PENALTIES FOR THE VIOLATION TNEREOF" <br /> <br />66-4.0 - "I submit the attached ordinance and recommend that it be <br />ntaced on first reading. This will establish the rental fees to be charged for t~e use of the new armory. <br /> These are graduated fees, depending upon the type of <br />organization and use of the armour. <br /> There are also regulations included for the protection of <br />the physical properties in case of damage." <br /> <br /> On motion of Mr. Eastes, the following ordinance was approved <br />on first reading, without dissenting vote: <br /> <br /> "AN ORDINANCE TO AMEND CHAPTER 2S OF ~{E CODE OF -~ <br /> PORTSMOUTH, VIRGINIA, 1961, BY ADDING THERETO A NE','%' ARTICLE <br /> NU}{BERED IV, AUTHORIZING TtlE CITY MANAGER TO PEtB{IT ANY PERSON, <br /> FIRM, CORPORATION, ASSOCIATION OR ORGANIZATION TO USE THE <br /> NATIONAL GUARD ARMORY, ESTABLISHING A SCHEDULE~ OF FEES FOR <br /> THE USE THEREOF, KND REQUIRING FINANCIAL PROTECTION AGAINST <br /> DAt.{AGES'' <br /> <br /> 66-41 - "I submit the attached ordinance and recommend that it be <br />placed on first reading. This appropriates $26,000 for the installation of the Coast Guard Lightship <br />in the slip at the foot of London Street. <br /> This additional amount is needed to cover the contract in <br />the amount of $63,342.00." <br /> <br /> On motion of Mr. Dillon, the following ordinance was approved <br />on first reading, without dissenting vote: <br /> <br /> "AN ORDIN~qCE TO APPROPRIATE S26,000.00 FRONT HE <br />GENERAL CAPITAL I~ROVEMENT FUND FOR THE PORTS}~DUTH COAST <br />GUARD 5~SEU~' <br /> <br /> 66-42 - "I submit the attached ordinance and recommend that it be <br />placed on first reading. This appropriates $800,000, to cover the contract awarded to Gulfstan Corporation <br />for improvements to the Sewage Disposal Plant. <br /> These funds are to come from the sale of bonds in April." <br /> <br /> On motion of }.D. Johnson, the following ordinance was approved <br />on first reading, without dissenting vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $800,000.00 FROM THE <br />GENERAL CAPITAL I~WROVE~NT FUND FO~ THE CONSTRUCTION OF THE <br />ADDITION TO THE SEWAGE TREATS~NW PLANW" <br /> <br /> <br />
