<br />The me0ting was opened with prayer by Mr. Johnson.
<br />
<br /> 66-57 - The Chair recognized Joseph Mayes, local winner in the V F W contest,
<br />whoread his award-winning essay, "What Does Democracy Mean to Me?"
<br />
<br />Minutes of previous meeting were read and approved.
<br />
<br />66-12 - The following hearing on zoning changes was held:

<br />Petition Z 66-2 - August S. Viola
<br />
<br /> No one spoke in regard to the %~plication.
<br />
<br /> Motion of Mr. Dillon to concur in the recommendation of the
<br />Planning Commission to disapprove the application was adopted, without dissenting vote.
<br />
<br />Petition Z 66-5 - Attorney Louis Brenner
<br />
<br />Attorney Brenner spoke.
<br />
<br /> Motion of Mr. Johnson to concur ~in the recommendation of the
<br />Planning Commission and to place on first reading the following ordinance, was adopted, without dissenting
<br />vote:

<br />Petition Z 66.4 - 'Asgistant City Manager, Carroll A. Mason
<br />
<br />No one spoke.
<br />
<br /> On motion of 5~. Hastes, the following ordinance was approved
<br />on first reading, wi%hour dissenting vote:

<br />

<br /> Motion of Mr. Dillon to concur in the recommendation of the Planning
<br />Commission, with the exception of 210 Carolina Avenue, was lost, there~being no second.
<br />
<br /> Motion of }ir. Johnson that Item 'C' of Z 66-5 be rezoned to M-2
<br />as recommended by the Planning Com~aission and that the remaining items be referred to a conference of
<br />Council, was adopted, Mr. Dillon voting "no".
<br />
<br /> On motion of Mr. Johnson, the following ordinance was approved on
<br />first reading, Mr. Dillon voting 'NO':

<br />USE PERMIT - Petition of Mrs. Odessa Brodie to operate a nursing home.
<br />
<br /> Motion of Mr. Eastes to concur in the recommendation of the Planning
<br />Commission, and to approve the following resolution was adopted, without dissenting vote:
<br />
<br /> "IqHEREAS, Odessa Brodie, has filed an application pursuant to
<br />Section 4-2 of the Zoning Ordinance of the City of Portsmouth, 1961, for the granting of a use permit
<br />as hereinafter described; and
<br /> MHERHAS, the applicant, the Planning Director, and the City Manager
<br />have done all things required to be done in connection with said application, and the Planning Commission
<br />has recommended the granting of said use permit.
<br /> MO~, THEREFORE, BE IT RHSOLVED by the Council of the City of
<br />Portsmouth, Virginia:
<br /> ~ 1. That the use for which the use permit hereinafter described
<br />is sought (a) will not adversely affect the health or safety of persons'residing or working in the
<br />neighborhood of the proposed use, (b) will not be detrimental to the nublic welfare or injurious to
<br />property or improvements in the neighbqrhood,<~nd(c) will be in accord with the purp. oses of said Zoning
<br />Ordinance.
<br /> 2. That Odessa Brodie is hereby granted a use permit pursuant to
<br />Section 4-2 of said Zoning Ordinance, for the construction and operation of a nursing home to be located
<br />on the premises at 922 Lincoln Street."
