Kilgore to rezone property
described as follows: Beginning at a point on the northern right-of~way line .of Randolph Street approximately
217 feet northeast of its intersection with Deep Creek Boulevard; thence north approximately 125 feet;
thence west approximately 25 feet; thence north approximately 80 feet to the southern right-of-way line
of Deep Creek Boulevard; thence northeast along said line approximately 245 feet to the rear lot lin~ of
properties fronting on Des Moines Avenue; thence south along said line approximately 565 feet to the
northern right-of-way line of Randolph Street; thence southwest along said line approximately 25 feet;
thence north approximately 125 feet to a rear lot line; thence southwest along said line approximately 75 feet
thence south approximately 125 feet to the northern right-of-way line of Randolph Street; thence~southwest
along said line approximately 50 feet to the point of origin; from Residential R-60 to Industrial

~e Commission resolved to recommend denial of this application on
grounds of spot zoning and improper land use. In 1965, the Commission determined that it would, as a
matter of general policy, loo~ with favor on industrial development west of Deep Creek Boulevard between
the railroad track and Interstate 264 adjacent to the existing cemetery. Industrial development east~of
Deep Creek Boulevard was not then and is not now looked upon with favor by the City Planning Commission.

Z-66-7=- Petition of Agent Ralph Barnes to rezone property described
as follows: Beginning at the southeast corner of Portsmouth Boulevard and Haysom Street; thence south
along the eastern right-of-way line of Haysom Street approximately 290 feet to the northern right-of-way
line of Powell Street; thence east along said line approximately 245 feet to a point; thence south.
approximately 290 feet to a right-of-way line; thence east approximately 190 feet to a point; ~hence
approximately S60 feet to tbe southern right-of-way line of Portsmouth Boulevard; thence west along
the southern right-of~way line ,of Portsmouth Boulevard approximately 494 feet to the point of origin;
from Residential R-75 to Commercial C-2.

The Commission resolved to recommend disapproval in that this
proposal is contrary to the overall, long-range land use plan for newly constructed Portsmouth Boulevard.
The Commission notes that two corners of the Portsmouth Boulevard-Elmhurst Lane intersection have been
zoned commercial for two years without attracting any new business. The Commission finds no need for an
additional gasoline service station in this area and senses that neighborhodd residents are not in
sympathy with possible intensive cormmercial highway development which might be attracted. Conversely,
the Commission feels that neighborhood shopping potential has been more than accommodated in existiBg
C-1 zoned areas nearby.

Z-66-8 - Petition of Norport Industrials, Inc. to rezone propFrty
described as folloys: Beginning approximately 117 feet northwest of the southwest corner of Victory
Boulevard and George Washington Highway; thence southwest approximately 96 feet to a point; thence northwest
approximately 28 feet; thence southwest approximately 186 feet to a property line; thence west along
said property line approximately 67 feet to a point; thence northeast approximately 268 feet to the
