Kerb, Jr. City Attorney. <br /> <br />The meeting was opened with prayer by Mr. Leary. <br /> <br />The Chair greeted students from C~adock High School. <br /> <br />66-47 . I%e following public hearing on zoning petitions was held: <br /> <br />Z 65-11 ? Petition of Rufae J. Holmes. <br /> <br /> No one spoke in regard to the application. <br /> <br /> On motion of Mr. Johnson, the following ordinance was approved on first <br />reading, without dissenting vote: <br /> <br />"ZONING A~ffiNDMENT ORDIN;aNCE Z 65-11" <br /> <br />Z 65-27 - Petition of Attorney Jefferson B. Brown. <br /> <br /> On motion of Mr. Dillon, the following ordinance was approved on first <br />reading, without dissenting vote: <br /> <br />"ZONING ;$~NDMENT ORDINANCE Z 65-27" <br /> <br />Z-66-1 - Petition of William J. Vaugh? Inc. <br /> <br /> Motion of Mr, Leary to concur in the recommendation of the Planning <br />Commission to disapprovethe application, was'adopted~ without dissenting vote. <br /> <br />reading. <br />Point. <br /> <br /> The following reports from the City Manager were read: <br /> <br /> 66760 - "I submit the attached ordinance and recommend that it be placed on first <br />This appropriates $10,000 for thepurChase of property at 117 and 155 Southern Avenue in Pinners <br /> <br /> The City had agreed to the purchase of this property prior to our decision <br />to. hold in obeyance any further negetiatiensfor property in Pinners-Point until such time as a review <br />could he completed of property to be purchased." <br /> <br /> On motion of Mr. Eastes, the following ordinance was approved on first reading, <br />without dissenting vote: <br /> <br />"AN ORDINanCE TO APPROPRIATE $I0,000.00 FROM THE GENERAL <br />CAPITAL IMPROVEMENT FUND FOR THE PURCHASE OF PROPERTY AT <br />117 AND 153 SOUTHERN AVENUE" <br /> <br /> 66~61 ~ "I recommend that 1 be authorized to sign new contracts with Portsmouth <br />General and Maryview Hospitals for~thehospitalizationof indigent patients. This covers a change in <br />the rates to $$0.00 per day for the first ten days, $25.00 per day for the next ten days, afld'$22.50 for <br />each day thereafter. <br /> Our present contract rates are $25.50 per day for the first ten days, <br />$20.00 per day for the next ten days, and $15.00 for each day tkereafter. <br /> <br /> The new rates have been agreed upon by the Board of Directors of the <br />Portsmouth General Hospital. These rates are to be effective March 1, 1966." <br /> <br /> Motion of Mr. Barnes tO concur in the recommendation of the City Manager was <br />adopted, without dissenting vote, <br /> <br /> 66-62 - "I recommend that I be authorized to employ the firm of:Bellante and Clauss <br />of Scranton, Pennsylvania to develop a master plan for the recreation area recently purchased in Nansemond <br />County. <br /> This will~cover the location of the various typep of recreation facilities <br />we propose to develop on this property, including a golf course. <br /> <br /> Th6~cost for developing this master plan will be $2,000, with one half <br />of this being recovered if the design phase'is ~warded this firm. <br /> <br /> It will take approximately two months to develop the master plan." <br /> <br /> Motion ef Mr..Dillon to concur in the recommendation of the City Manager was <br />adopted, without dissenting vote, <br /> <br /> 66-63 - "Bids were received on March 7 for the sale of the former Briggs School site. <br /> One bid was received from the Portsmouth Hotel Corporation in the amount <br />of $40,000. This bid was received contingent upon approval of a proposed plan to be submitted to the City for <br />the use of the property. <br /> I am also'in receipt of a petition of approximately 110 names requesting the <br />City to establish a parking lot on this site. <br /> I recommend this bid be accepted contingent upon the approval of the <br />devel opment plans of thePortsmouth Hotel Corporation?' <br /> <br /> <br />
