March 22~ 1966 <br /> <br /> "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA, 1961, BY A~NDING SECTION S1-4S <br />THEREOF AND BY ADDING THERETO TNO NEW SECTIONS NUMBERED <br />31-46.1 AND 51-46.2, PERTAINING TO BUILDING SETBACK LINES <br />ON CERTAIN STREETS" <br /> <br /> 66-74 - "I submit the attached resolution and recommend its adoption. This <br />approves the alignment for the construction of Route S8 (London-Glasgow Street) as designed by the State <br />Highway Department. <br /> It also requires the City to adhere to all phases of the right-of-way <br />acquisition program of the Nighway Department and the Bureau of Public Roads." <br /> <br />On motion of Mr. Barnes, the following resolution was adopted, without <br /> <br />dissenting vote: <br /> <br /> '"~HEREAS, the Commonwealth of Virginia, Department of Highways, and the <br />City of Portsmouth propose to construct or otherwise improve a part of Route S8 within the corporate limits <br />of the City of Portsmouth between High Street and Green Street and has prepared and submitted to the Council <br />plans for the same, designated as Route S8, State Project 00S8-124-102, Federal Project U-124-1 (6), which <br />have been approved for right of way; and <br /> ~flIEREAS, it is the opinion of the Council that the said construction or <br />other improvements will be of immediate and continuing benefit and advantage to the City of Portsmouth. <br /> NOW, THEREFORE, BE IT RESOLVED that the City of Portsmouth through its <br />Council, hereby agrees that it will perform all phases of the right of way acquisition program in rregards <br />to relocation advisory assistance in accordance with approved policies and procedures of the State and <br />Bureau of Public Roads~ Sufficient records of alltransactions will be kept for a period of not less than <br />three years after payment of the final voucher or that they be turned over to the Virginia Department of <br />Highways. Such records shall be made availableto State and Bureau of Public Roads Representatives. Th~ <br />City of Portsmouth understands that where any payment or costs are made that do not conform to policies <br />and procedures thus becoming ineligible for Federal participation, that the State will not participate <br />in this cost. <br /> The City of Portsmouth further agrees to save 'the Commonwealth of Virginia, <br />her officials and her employees, harmless from any and all claims for damages of whatsoever nature that <br />may arise from the owners, tenants, or lessees of adjoining or nearby lands, as a result of the offering <br />of relocation advisory assistance." <br /> <br /> 66-75 - "I submit herewith a report on the construction of a boat ramp at City Park, <br />as directed at the last Council meeting." <br /> <br /> Notion of Mr. Barnes to receive ~is report as information and that the <br />City Manager submit a report and recommendation on this and any other siges under consideration, as soon as <br />possible, was adopted, without dissenting vote. <br /> <br /> 66-76 - "I submit the attached ordinance and recommend that it be placed on first <br />reading.
