~arch 22, 1966 <br /> <br />At a regular meeting of City Council, held on March 22, 1966, there were <br /> <br />present: <br /> <br />R. Irvine Smith, Jack P, Barnes, John L. Dillon, George D. Pastes, <br />Burrell R. Johnson, L. L, Knight, ~. T. Leafy, A. P. Johnson, <br />City Manager, and M. A. Korb, Jr. City Attorney. <br /> <br />The meeting was opened with prayer by Mr. Dillon. <br /> <br />The Mayor greeted students from John Tyler School, <br /> <br />The following reports from the City ~nager were read: <br /> <br /> 66-69 - "I submit the attached ordinance and recommend that it be placed <br />on first reading. This appropriates $9,S00, the City's share of the cost of installing railroad crossing <br />signals at Caroline Avenue and Lamper Road. <br /> They were installed on at SO/SO cost basis, with the Atlantic <br />Coast Line Railroad Company. The signals have been installed and are in operation. The bill has just <br />been received from the railroad company." <br /> <br /> On motion of Mr, Knight, the following ordinance was approved on <br />first reading, without dissenting vote: <br /> <br /> "~N ORDINANCE TO APPROPRIATE S9,500.00 FROM THE <br />THE GENERAL CAPITAL IMPROVEMF~NT FUND AS THE CITY'S <br />SHARE OF THE COST OF INSTALLATION OF RAILROAD CROSSING <br />WARNING SIGNALS ON CAROLINE AVENUE AND LA~PER ROAD" <br /> <br /> 66-70 - "I submit the attached ordinance and recommend that it be placed <br />on first reading. This appropriates $7,S00 for the purchase of property at S07-S09 Payette Street. <br /> This is in the block of Jefferson Street School and is being <br />acquired for the expansion of the school playground." <br /> <br /> On motion of Mr, Barnes, the following ordinance was approved on <br />first reading, without dissenting vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $7,500.00 FROM THE <br />GENERAL CAPITAL IMPROVEMENT FUND FOR THE PURCHASE OF <br />PROPERTY AT S07-509 FAYETTE STREET" <br /> <br /> 66-7~ - "I submit the attached ordinance and recommend that it be placed <br />on first reading. This appropriates $6,000 for the purchase of property at 1816 Queen Street. <br /> This is at the rear of Harry, Hunt Junior High School, and is <br />being acquired for the expansion of the Buck Childs Field for a playground for the school." <br /> <br /> On motion of Hr. Dillon, the following ordinance was approved <br />on first reading, without dissenting vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $6,000.00 FROM THE <br />GENERAL CAPITAL IMPROVEMENT FUND FOR THE PURCHASE OF <br />PROPERTY AT 1816 QUEEN STREET" <br /> <br /> 66-72 - "I submit the attached ordinance and recommend that it be placed <br />on first reading. This appropriates $1,720.60 as Portsmouth's share for the operation of the Tourist <br />Information Center at the Chesapeake Bay Bridge Tunnel. This is based on 1 2/2¢ per capita for the <br />Cities of Portsmouth and Chesapeake. Norfolk and Virginia Beach are contributing on the basis of $¢ per <br />capita. <br /> It is also requested that a representative for Portsmouth be <br />appointed to serve on the operation committee of the Information Center. I recommend that Ed Garland <br />of the Chamber of Commerce be appointed, as he has been representing Portsmouth at the previous meetings <br />concerning the Center." <br /> <br /> On motion of Mr. Johnson, the following ordinance was approved on <br />first reading, without dissenting vote: <br /> <br /> "AN ORDINANCH TO APPROPRIATE $1,720.60 PROM THE GENERAL <br />FUND POR THE OPERATION 0E TI~ TOURIST INFORMATION CENTER AT <br />~HE APPROACH TO THE C~SAP~AKE BAY BRIDGE-TUNNEL SYSTEM" <br /> <br /> 66-73 - "I submit the attached ordinance and recommend that it be placed <br />on first reading. This establishes setback lines on London and County Streets, necessary for the <br />implementation of the Colonel Crawford Common Plan. <br /> This ordinance only affects these two streets between Crawford <br />and Dinwiddie Streets, as the center line will have to be re-established~b~Mmnd Di~widdie Street. <br /> It is necessary to adopt this ordinance due to construction <br />beginning in the Colonel craWford Common Project." <br /> <br /> On motion of Mr. Knight, the following ordinance wasapproved on <br />first reading, without dissenting vote: <br /> <br /> <br />
