<br /> On motion of Mr. Dillon, the following ordinance was approved on
<br />first reading, without dissenting vote:

<br />"AN ORDINANCE TO CLOSE A PORTION OF LOUDOUN AVENUE"
<br />
<br /> 66-151 - "I recommend that I be authorized to s~ign options and sell to
<br />the Portsmouth Redevelopment and Housing Authority the following City owned property:
<br />
<br />Vacant lot on Griffin Street $ 240,00
<br />Old Community Library 10,900.00
<br />Public Works Field Office 14,000.00
<br />City Garage and Old Incinerator 120,665.00
<br />
<br />Total $ 145,805.00
<br />
<br /> These properties are within the Weaver Urban Renewal Project
<br />and the funds will be used to defray the cost of the new City Garage and Public Works Buildings."
<br />
<br /> Motion of ~r. Barnes that the City Manager be authorized to sign
<br />options and sell the property, as recommended, was adopted, without dissenting vote.
<br />
<br />66-152 - "I recomme6d that I be authorized to sign a request for an agreement
<br />with the United States Department of Agriculture for a grant under the Greenspan Program. This is a'program
<br />sponsored by this Department to pay grants to owners of property for not using land that:was previously
<br />under cultivation for farm purposes.
<br /> At the Obici Farm, there are thirty acres which were planted in
<br /> corn and twenty-five additional acres which were cultivated but non-allocated. Under this program, the
<br /> Department of Agriculture will pay $35.25 per acre annually for the thirty acres and $5~00 per acre
<br /> annually for the twenty-fiv~ acres. This would be an annual payment of $1,182.50 for a ten year period
<br /> for not cultivating these fifty-five acres."

<br /> Motion of Mr. Knight to concur in the~reco~unendation of the
<br />City Manager ~as adopted, without dissenting vote.
<br />
<br /> 66-153 - "A preliminary study has been made as to the feasibility of
<br />establishing a boat ramp at the northwest point of City Park.
<br /> It is reported that a satisfactory boat ramp can be built in
<br />this location, and porhaps would be better than the site near the old bridge, which was previously
<br />reported.
<br /> There are two factors which do not work in favor of this location:
<br />
<br /> 1. The location of the ramp will be in a rather exposed position,
<br />which will probably make it necessary to dredge the channel periodically; however, any location on the
<br />north shore of City Park would be similarly affected.
<br /> 2. Parking space is somewhat limited in the immediate vicinity
<br />of the proposed ramp; however, additional fill material is being placed in this area.
<br /> · he cost is estimated to be in the neighborhood of $50,000, ~hich
<br />would include the necessary dredging, gradi.ng andsurfacing of the parking area and approachre~ds,
<br />signs, otc.
<br /> The proposed width of the ramp would be forty feet instead of
<br />the thirty feet ~s was built at Pinners Point. This will allow simultaneous ~aunching and removal of
<br />boats from the water."
<br />Two floating bridges are contemplated similar to the one at
<br />Pinners Point. We proposed salvaging the one now being used, and reinstalling it at the new location."

<br /> Motion of Mr. Johnaon that the boat ramp, as described, be built,
<br />in the City Park, at the earliest possible date, was adopted, without dissenting vote.
<br />
<br /> 66-154 - "The Moffett ~lace School, acquired in the 1960 annexation from
<br />Norfolk County, is titled in the name of tho City rather thBn the School Board.
<br /> The Portsmouth School Board has been negotiating to dispose of
<br />this building and build a new elementary school to replace it,
<br /> I recommend that the ~itle of the Moffett Place Scho6~ be
<br />transferred to thegSchool BOard in order that they can complete their negotiations."

<br />On mot~n of Mr. Knight, the recommendation of the City Manager
<br />
<br /> 66-155 - "Bids were received on May 26, 1966, by the Virginia State Ports
<br />Authority for the construction of th~ Portsmouth Marine Terminal. Four bids were received for Contract
<br />No. 1-A (Terminal) and six bids were received for Contract No. 1-B (Cranes).
<br /> Peter Kiewet ~ Sons Company was the low bidder on Contract 1-A in
<br />the amount of $4,6~2,950. Western Contracting Corporation was the low bidder on Contract I-B in the
<br />amount of $601,200, for a total of $5,244,150.
<br /> I recommend that the City Council concur in the Virginia State
<br />Ports A~rthority's award of the bids to the above firms."
