July 11. 1966 <br /> <br />said Northern .line of Seaboard Avenue South 84° 50' 20" West 170.82 feet to a point; <br />thence North 5° 99' 40" :lVest 100 feet to a point; thence South 84° 50' 20¥ West <br />250 feet to a point; thence South 5° 09' 40" East 100 feet to a point on the Northern <br />line of Seaboard Avenue; thence along said Northern line of Seaboard Avenue South <br />84° 50' 20" West 260 feet to the point of beginning, the said tract containing 51.5 <br />acres, more or less; together with all the right~ title and interest,iif any, of the <br />City of Portsmouth in and to the land under water lying to the North of the above des~ <br />cribed property and extending into the Western Branch of the Elizabeth River as <br />as the law allows. <br /> <br />vote: <br /> <br />On motion of Mr. Barnes the ordinance, as amended, was adopted,~and by the following <br /> <br /> Ayes: Smith, Barnes, Eastes, Johnson, King, Knight <br /> Nays: None <br /> <br />On motion of Mr. Eastes, the following ~solution was adopted: <br /> <br /> "~MEREAS, the Portsmouth Port and Industrial Commission has reviewed the proposed <br />contract and lease between the Virginia State Ports Authority and the City 6f Portsmouth concerning the <br />construction and operation of a port facility to be located at Pinners Point; and <br /> <br /> WHEREAS, this Commission is of the opinion that the new port facility will be of <br />great benefit to the City of Portsmouth at its citizens by breading the City's economic base and by provid- <br />ing additional jobs for its citizens. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Portsmouth Port and Industrial Commission that <br />the proposed port facility contract and agreement of lease between the Virginia State Ports Authority <br />and the City of Portsmouth are hereby recommended to the Council of the City.of Portsmouth for approval." <br /> <br />-NEW BUSINESS- <br /> <br />66-179 - The following communication from the Director of Planning was read: <br /> <br /> "At its regular monthly meeting on July 5, 1966, the City Planning Commission resolved <br />to recommend closure of 92 feet of Third Street south of Henry Street to assist the Wesley Connnunity <br />Center (operating a settlement house owned by the Women's Society of Christian Service of the Virginia <br />Conference of the ~4ethodist Church) in developing a much-needed playground. <br /> <br /> The Planning Commission notes that easements for sewer and water utilities will have <br />to be retained but sees no problem for the City of Portsmouth in having recreational facilities located <br />thereon since those at the Wesley Center fully understand these municipal needs. Moreover, the Planning <br />Commission senses that arrangements between the City of Portsmouth and the Wesley Community Center will <br />have to be worked out with respect to storm drainage. <br /> Technical determinationsi~ve been made that this particular link of Third Street, <br />which dates back two hundred years, is not necessary for the movement of traffic in this latter half <br />of the Twentieth Century and that its elimination would in no way adversely affect the area. <br /> <br /> Members of the Planning Commission sense that City Council is in sympathywith this <br />unique settlement house operation which extends its helping hand tothose in need without regard to <br />race, color, or creed." <br /> <br />Motion of Mr. Barnes to refer to the City Attorney was adopted, without dissenting <br /> <br />vote. <br /> <br /> 66-180 - The foIIowing communication from the Planning Director was read, and on <br />motion of Mr. Hastes, referred to the City Clerk foradvertising for public hearing at meeting of <br />August 9th, 1966: <br /> <br /> "At its regular monthly meeting on July S, 1966, the City Planning Commission <br />publicly heard and acted upon the follow~ing two rezoning petitions: <br /> <br /> Z-66-11 Petition of David C. Aiken to rezone property described as follows: <br />Beginning at a point ont-nt--~southern right-of-way line of King.Street approximately 90 feet east <br />of the southeast corner of King Street and Halifax Avenue: thence east along the southern right- <br />of-way line of King Street 1S0 feet to a side lot line; thence south 108.5 feet to a rear lot line; thence <br />west 1S0 feet to a side lot line; thence north along said line 108.S feet to the point o~ origin; <br />from Residential 4-60-A to Commercial C-1. The Commission resolved D recommend disapproval of this <br />application on grounds of spot zoning and because office building aspects of transitional Residential <br />4-60AA seem most appropriate to this bufferzone between a commercial strip concentration, and a <br />residential area. It was felt thatadequate land for commercial develppment has been zoned for this <br />purpose and awaits development just to the north and east of this property. <br /> <br /> <br />
