July 11, 1966 <br /> <br /> Z-66-12 Petition of Gilbert R. Bailey to rezone property described as follows: <br />Beginning at the nortw~ corner of Frederick Boulevard and Arlington Place; thence west along the <br />northern right-of-way line of Arlington Place 50 feet to-a side lot line; thence north along said <br />line 108.5 feet to a rear lot line; thence east along said line ~0 feet to the western right-of- <br />way line of Frederick Boulevard; thence south along said right-of-way line 108.5 feet to the point <br />of origin; from Residential R-75 to Commercial C-2. <br /> <br /> The Commission resolved to recommend disapproval of this application on grounds of <br />spot zoning. It was noted that this residential area bordering Route 17 is not experiencing any adverse <br />effects from the highway and felt that introduction of commercial development would downgrade the <br />neighborhood. Moreover, the Commission again notes many unused parcels of land in the vicinity zoned but <br />as yet unused for commercial development; and it is felt that the overall best interests of the City of <br />Portsmouth are served when commercial development is guided into commercially zoned areas." <br /> <br /> 66-181 - The following letter from James. Y. Kerr was read, and on motion of Mr. <br />Johnson, received as information: <br /> <br /> "I hope you will express your request to the Seaboard Railroad to try to continue <br />to operate passenger train 17-18 from Norfolk-Portsmouth to Raleigh. <br /> <br /> This is the last passenger train on this old (and othem~ise profitable) route <br />between the coast and Raleigh. I hope it will be maintained and patronage increased." <br /> <br /> 66-182 - The following letter from the United Civic League, signed by Solomon J. <br />Carey, President, was read: <br /> <br /> "~ne United Civic League has requested that its executive board submit the name of <br />Mr. Thomas Milner for consideration and appointment to the Recreation Commission. <br /> <br /> We submit that Mr. Milner has demonstrated both interest and enthusiasm in the <br />continual improvement of recreation facilities and projects in the community, and we feel that he would <br />be an asset to our city's recreation program." <br /> <br />On motion of Mr. Knight, referred to a conference of Council. <br /> <br />66-185 - The following letter from the Planning Director was read: <br /> <br /> "At its regular monthly meeting on July 5, 1966, the City Planning Commission <br />resolved to declare surplus and recommend for sale city property on the east side of Williamsburg <br />Avenue along either side of North Street between Williamsburg Avenue and the centerline of Scott's <br />Creek. <br /> <br />This land is further described as Parcels 18, 18.1 and 19 on Tax Plate 58." <br /> <br />Motion of Mr. Knight to refer to the City Attorney was adopted, without dissenting <br /> <br />vote. <br /> <br />On motion adjourned. <br /> <br />Approved - <br /> <br />President <br /> <br />City Clerk <br /> <br /> <br />
