,July 11. 1966 <br /> <br /> 66-176 - "I submit the attached ~ontracts and recomme~ that the proper city <br />officials be authorized to sign. <br /> <br /> These contracts cover hospitalization for indigent patients at Portsmouth <br />General and Maryview Mospitals. The State Department of Welfare and Institutions has approved a new <br />maximum rate of SSS.iS in lieu of $50.71 which was in effect until July 1, 1966. Our present rate <br />is $$0.00 per day for the first ten days, $25,00 per day for the next ten days and $22.S0 per day <br />for the remaining days. The rate in the new contract is $$$.00 for the first ten days, $28.00 for <br />the next ten days and $25.S0 for the remaining days. This is a $5.00 increase in each rate. <br /> <br /> The new contracts will be effec¢ive July 1st, 1966. The increase was <br />requested by the hospitals, due to their increased expenditures." <br /> <br /> On motion of ~Ir. Eastes, the City Manager was authorized to sign the contracts for 7;: <br />hospitalization, without dissenting vote. <br /> <br />66-177 - 'I submit the attached resolution, as requested at the last Council, meeting. <br /> <br />On motion of Mr. Knight, the following resolution was unanimously adopted: <br /> <br /> "WHEREAS, ~ohn L. Dillon faithfully served ~or five years on the City Council <br />of Portsmouth; and <br /> <br /> WHEREAS, the said John L. Dillon always held the best interest of this City as <br />his guiding principle in the performmnce of his duties as a Councilman. <br /> <br /> NOW, THEREFOR~, BE IT RESOLX~D that a copy of this resolution be spread upon <br />the minutes of the City Council and a copy be presented to the said John L. Dillon as. a token of the <br />esteem in which he is held bM the people of this City." <br /> <br /> 66-178 - "Since all regular matters are being handled at this special meeting, <br />I recommend that the Council dispense with the meeting of Tuesday, July 12th, 1966." <br /> <br />Motion ~ Mr. Barnes to concur in the recommendation was adopted.- <br /> <br /> Motion of Mr. Knight that the Lightship b~seum Board be advised af this cancellation <br />and requested to arrange for another date for a conference, was adopted, without dissenting vote. <br /> <br />-UNFINISHED BUSINESS- <br /> <br /> 66-172 - The following ordinance, approved on first- reading at called meeting of <br />July 1, 1966, was taken up and read: <br /> <br />"AN ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A CERTAIN PORT FACILITY <br />CONTRACT BETWEEN THE VIRGINIA STATE PORTS AUTHORITY AND THE CITY OF PORTSMOUTH <br />PROVIDING FOR THE SALE OF CERTAIN PROPERTY BY THE CITY TO THE AUTHORITY, THE <br />LEASE OF SAID PROPERTY T~GETHER WITH CERTAIN NE4~ PORT FACILITIES TO BE CONSTRUCTED <br />THEREON BY THE AUTHORITY TO THE CITY AND AUTHORIZING THE CITY TO EXPEND SUCH FUNDS <br />AS SHALL BE NECESSARY TO DISCHARGE ~tE CITY'S OBLIGATIONS UNDER SAID_~rRACT AND <br />EEASE" <br /> <br /> On motion of Mr. Barnes the roi&owing amendment to the ordinance was adopted, <br />without~dzs~ent~n~vote. <br /> <br /> "Section ~:- That the City Manager is hereby authorized, in~H~mame and behalf <br />of the City, to execute and deliver to the Authority a deed o~ customary form conveying to the <br />Authority the following described property, and the City Clerk is hereby authorized to affix the <br />corporate seal of the City ~hereto and to attest the same: <br /> <br />All that certain tract or parcel of land, together with the buildings and improve- <br />ments thereon or in~.the waters contiguous thereto, and together also with~:all <br />rights of way, riparian rights of way, riparian rights, water rights, easements <br />and appurtenances of every kind and nature thereto belonging or in any wise <br />appertaining, situated at Pinners Point in the City of Portsmouth, State of <br />Virginia, bounded and described as follows: <br /> <br />Beginning at a point where the West line of Spencer Street if extended in a <br />straight line would intersect the North line of Seaboard Avenue; running thence <br />along the said North line of Seaboard Avenue South 84° S0' 2fi' West 2097.14 feet <br />to a point; thence North 4° 39' 00" West 3t9.52 feet to a point; thence North <br />84° 50' 20" ~ast 750.04 feet to a point; thence North 4° 59' DO" West 600 feet <br />to a point on the bulkhead line of .the Western Branch of the Elizabeth River; <br />thence along said bulkhead line North 79° 47' 0S" East 1596.68 feet to a~oint; <br />thence continuing along said bulkhead Iir~e North g8° 54' SO" East 439.40 feet to <br />a point iA th~:'~estern boundary line of the property of the Southern Railway <br />Company; thence along said boundarF line South 4° 36' SO" East 1004.56 feet <br />to a point; thence continhing along said boundary line South 6° 27' 00" East <br />2~64 feet to a point in the Northern line of Seaboard Avenue; thence along <br /> <br /> <br />
