July 11, 1966 <br /> <br /> At a called meeting of the City Council, held on July 11, 1966 there were present: <br /> <br /> R. Irvine Smith, Jack P. Barnes, George D. Hastes, Burrell R. Johnson, Isaac W. King, <br /> L. L. Knight, A. P. Johnson, Jr., City Manager, and M. A. Korb, Jr., City Attorney. <br /> <br /> The meeting was opened with prayer by Mr. Smith. <br /> <br /> The following call for the meeting was read: <br /> <br /> "Please attend a called meeting of the City Council, in the Council Chamber, on <br />Monday, July llth, 1966, at 10:00 A.M., to consider the following: <br /> <br /> I. Ordinance on first reading re: Justices of Peace being required to conf~.r~m to rules and <br /> regulations as established by the judges. <br /> <br /> 2. Ordinance on first reading appropriating funds for purchase of property in Pinners Point. <br /> <br /> 3. Request for authorization to sign contract with local hospitals for hospitalization of <br /> indigent patients. <br /> <br /> 4. Resolution of appreciation to John L. Dillon for his services as a City Councilman. <br /> <br /> S. Request for cancellation of regular Council meeting on July 12th, 1966. <br /> <br /> UNFINISHED BUSINESS <br /> <br />Ordinance on second reading approving and authorizing the execution of contract between <br />Virginia State Ports Authority and City of Portsmouth. <br /> <br /> NEW BUSINESS <br />1. Communication from Planning Director re: <br />2. Communication from Planning Director re: <br /> <br />closure of Third Street. <br />rezoning petitions. <br /> <br />3. Communication from James Y. Kerr, re: discontinuance of Seaboard passenger train to <br /> Raleigh, N. C. <br /> <br />4. Communication from United Civic League, re: vacancy on Recreation Advisory Board. <br /> <br />5. Communication from Planning Director re: sale of surplus property. <br /> <br />By Order of the President." <br /> <br />The following reports from the City ~nager were read: <br /> <br /> 66-174 - "I submit the attached ordinance and recommend that it be placed on first <br />reading. This requires that the Justices of Peace conform to rules and regulations which will be <br />established by the Judges of the courts in the City. <br /> <br /> As prescribed, the Justices will be under the supervision of the Judge of <br />the Municipal Court, and if not properly performing their duties, will besubject to dismissal by the Judge <br />of the Hustings Court. <br /> <br /> It is believed that hhis method of procedure will result in more efficient <br />performance of their duties by the Justices." <br /> <br /> On motion of Mr. Knight, the following ordinance was approved on ~irst reading, <br />without dissenting vote: <br /> <br />"AN ORDINANCB TO AMEND THE CODE OF THE CITY OF PORTSbDUTN. VIRGINIA. 1961. BY <br />ADDING THERETO ~O NEW SECTIONS NUt, BRED ?-40 &ND 7-41 AUTHORIZING THE JUDGE OF <br />THE 5~NICIPAL COURT TO ~4AKE RULES AND REGULATIONS GOVERNING TIlE CONDUCT OF THH <br />BUSINESS OF JUSTICES OF T}~ PEACE AND PROVIDING THAT FAILURE TO COMPLY NITH SUCH <br />RULES AND REGULATIONS SHALL CONSTITIrrH GROUNDS FOR REbDVAL FROM OFFICE. RESPECTIVELY" <br /> <br /> 66-175 - "I submit the attached ordinance and recommend that it be placed on first <br />reading. This ordinance appropriates $17,S00 to purchase property in Pinners Point. <br /> <br /> The property is being bought in conjunction with the development of the new <br />marine terminal. Three pieces of property on Pinnern Avenue are being purchased from Mrs. ~rtha A. <br />Rogers, in the amount of $10,200, and one parcel on Pinners Avenue from George Norris, in the amount <br />of $400, plus delinquent taxes which amount to approximately $59. Also one parcel of property from <br />Mrs. Grace M. Jean in the amount of $6500." <br /> <br />On motion of Mr. Johnson, the following ordinance was approved on first reading: <br /> <br />"AN ORDINANCE TO APPROPRIATE $17,500.00 FROM THH GENERAL CAPITAL IMPROVEMENT FUND <br />FOR THE PURCHASE OF LOTS 159, 140, 184, 186, 188, 190, 192, 194, 212, AND 213 <br />IN PI~NERS POINT" <br /> <br /> <br />
