<br />Leafy to concur in the recommendation of the City Manager,
<br />Manager for his prompt action, was adopted, without dissenting
<br />
<br /> 66-193 - "I recommend that the City owned property on Greenwood Drive whiCh
<br />.was formerly used as a land fill operation be transferred to the Portsmouth School Bard.
<br />
<br /> This land will be used in connection with a playground area for the
<br />proposed CaPalier Manor Elementary School. The School Board needs title to the land in order to
<br />make a transfer to straighten ou~the property boundaries for the school."
<br />
<br /> Motion of Mr. Leary to concur in the recommendation of the City Manager
<br />was adopted, without dissenting vOte.

<br /> 66-174 - The following ordinance, approved on first reading at la, meeting,
<br />was taken up and read:
<br />
<br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961,
<br />BY ADDING THERETO 1~$0 NEW SECTIONS NU~MERED 7-40 AND 7-41 AUTHORIZING THE
<br />JUDGE OF THE MUNICIPAL COURT TO MAKE RULES AND REGULATIONS GOVERNING THE
<br />CONDUCT OF THE BUSINESS OF JUSTICES OF THE PEACE AND RROVIDING THAT FAILURE
<br />TO COMPLY WITH SUCH RULES AND REGULATIONS SHALL CONSTITLFFE GROUNDS FOR
<br />REMOVAL FROM OFFICE, RESPECTIVELY"

<br />On motion of Mr. Knight, the ordinance was adopted, and by the following vote:

<br /> Nays: Hone

<br /> 66-175 - The following ordinance, approved on first reading at last meeting,
<br />was taken up and read:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $17,500.00 FROM THE GENERAL CAPITAL IMPROVEMENT
<br />FUND FOR THE PURCHASE OF LOTS I$9, 140, 184, 186, 188, 190, 192, 194, 212,
<br />AND 212 IN PINN~RS POINT"

<br />On motion of Mr. Johmson, the ordinance was adopted, and by the f61lowing vote:

<br /> Nays: None

<br />-NEW BUSINESS~

<br />66-194 - The following letter from J. B. Horne, Jr. was read:
<br />
<br /> "More than two years ago, my interes~ was expressed for an appointment as
<br />a Justice of the Peace for the City 6f Portsmouth. At that time, I was informed by you that
<br />there were no vacancies. At this time, however, I am aware of the fact that there are te~ vacancies
<br />fOr~ppointments for Justice of the Peace.
<br />
<br /> Since this is another personnel area where the Negro is not represented, and
<br />the Negro race represents approximately forty per cent of the populat~ion in our city, I feel that
<br />it is only fair, fitting, and proper that ~Lv request for appointment at this time be most highly
<br />considered for acti~on for the present four-year term for one of the vacancies which still exists.
<br />Therefore, I am further requesting that this matter be presented in your next City Council meeting.
<br />
<br /> Thank you for your attention towarJ this request."

<br /> Motion of Mr. Leary to receive as information, was adopted, without dissenting
<br />vote.
<br />
<br /> 66-195 - The following petition signed by F. P. Woodard and others, was read:
<br />
<br /> "We the undersigned hereby partition the city to take whatever action deemed
<br />necessary to correct the deplorable conditions existing at #17 Chowan Drive in the Rollinowood
<br />§ection of Portsmouth and owned by Mr. & Mrs. Roy Endicott. ~
