July 26, 1966 <br /> <br />Continued: Petition <br /> This house has been in a state of disrepair for a number of years and has had <br />no'water, sewage or electricity for over lO years. The neighbors have had refuse hauled from the <br />prem~§es in an effort to rid themselves of the rodents. Until this summer they have kept the weeds cut back <br />and the grass mowed. <br /> The health department has been called on a number of occasions and more recently <br />the building inspector. After several conplaints Mrs. Endicott had a contractor take down an already <br />fallen side porch and propped up the roof section. This was over a year ago and no further work has been <br />done. <br /> The back yard of this property is often frequented after.dark by teenagers and the <br />police have on complaint of neighbors chased parked cars from the front yard. Young neighborhood children <br />use the yard for a cut thru to the next yard and often as a playground. <br /> Due to efforts of the Rollingwood Civic Club, the city condemned this property over <br /> two (2) months ago but have since granted the owners two (2) extensions. To date nothing has been done <br /> to correct the condition of the house or grounds. <br /> This house is located on a thru street, is an eyesore and in general greatly <br /> detracts from an otherwise attractive and well kept community~ <br /> We feel that a vacant house of this nature is a breeding place for a possible <br /> crime such as recently occurred over on Cherokee Road, which is only several blocks away. <br /> This condition has already existed too long and we entreat your action without <br /> further delay." <br /> Motion of Mr. Knight to refer to the City Manager, with request that he confer with <br /> the Health Department and report back to Council, was adopted, without dissenting vote. <br /> 66-196 - The resignation of Admiral W. E. Howard, from the Portsmouth Port <br /> and Industrial Commission was presented. <br /> <br /> On motion of Mr. Knight the resignation was accepted with regret. <br /> <br /> 66-197 - Motion of Mr. Knight to go into the election of Justices of the Peace <br /> <br />was adopted. <br /> <br />Mr. Johnson nominated the present incumbents: <br /> <br />position of Justice <br /> <br />Margaret Myers <br />Herbert C. Fields <br />W. E. Bunn <br />F. E. Spicer <br />Chesley Boggs <br />W. B. Murden <br />J. S. Pitchford <br />Carrott Doxey <br />A. N. Taylor <br />Lillian C. Westbrook <br /> <br />On motion of Mr. Knight, nominations were closed. <br /> <br />Vote being taken, those nominated by Mr. Knight were unanimously elected to the <br />of the P.eace, for a period of four years ending December 31st, 1969. <br /> <br /> 66-198 - MOtion of Mr. Johnson that the Housing Authority be directed to send all <br />plans on Olde Town to the Planning Commission, was adopted, ~tithout diesenting vote. <br /> <br /> 66-199 - Motion of Mr. Eastes that the Council instruct the City Attorney to <br />prepare a resolution stating that the City of Portsmouth, although aware and in sympathy with the <br />problems of the Seaboard Air Line Railway and the reasons why the Railway ~ishes to discontinue the <br />passenger train to Raleigh, N. C., would like to recommend and urge that this move be reconsidered, <br />this being a public service link between Portsmouth and Raleigh, was unanimously adopted. <br /> <br /> It was further requested that this resolution be read at the hearing <br />in Richmond and that a copy be sent to the Seaboard Airline Railway Company. <br /> <br />On motion adjourned. <br /> <br />Approved - <br /> <br /> President <br /> <br />City Clerk <br /> <br /> <br />
