Jul.~ 26, 1966 <br /> <br /> On motion of Mr. Eastes, the following ordinance was approved on first reading,~ <br />without dissenting vote: <br /> <br /> "AN ORDINANCE AMENDING THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, <br /> ~61, BY ADDING THERETO A NEW SECTION NUP~ERED 29-131.1, AUTHORIZING <br /> THE USE .OF APPROVED PLASTIC TUBING IN THE CONSTRUCTION OF ~tATER SERVICE <br /> LINES" <br /> <br /> 66-189 - "I submit the attached ordinance and recommend that it be placed <br />on first reading. This amends the Supplemental Retirement System pertaining to benefits for <br />employees other than Fire and Police. As this is a supplemental program to the Social Security, <br />this will amend the formula for retirement payments by increasing the benefits in line with Social <br />Security. <br /> <br /> The present formula is 2/3 of 1% of the first $3,600 plus 1 1/3% over the <br />$3,600. Under the new formula, the benefits will be 1% of the first $6,000 plus 1 1/2% over the $6,000. <br /> <br /> This ordinance also reduces ~ervice requirements for disability <br />benefits from-15 to 10 years; and removes the privilege of disabled persons, upon retirement, to. <br />elect to have their allowances paid under the joint or survivor option.. It al~o eliminates the <br />refunding of pension contributions under $25. This means that an employee working for the City <br />who does not stay long enough to contribute S25 to the plan will not receive any refund. <br /> <br /> These proposed changes were discussed with the Council at the time <br />of budget conferences." <br /> <br /> On motion of Mr. Knight, the following ordinance was approved on first reading, ~thout <br />dissenting vote: <br /> <br /> "AN ORDINANCE TO AMEND SECTIONS 26-28, 26-32,25-33, 26-34, 26-37, 26-38, <br /> and 26-41 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, RELATING <br /> TO RETIREMENT BENEFITS AND REFUNDS UNDER THE PORTSMOUTH SUPPLEMENTAL RETIREMENT <br /> SYSTEM" <br /> 66-190 - ~ubmit the attached ordinance and recommend that it be placed on first <br /> reading. <br /> <br /> This appropriates S250 for the purchase of a jib of land at the corner of <br /> Elmhurst Lane which is presently being used for street purposes. The street encroaches on the <br /> property owned at this location. <br /> <br /> This was the case before the area was annexed from Norfolk County, <br /> and this action is being taken to clear the matter with the property owner. The land is al ready <br /> paved as a street and was before it came into. the City." <br /> <br /> On motion of Mr. Leary the following ordinance was approved on first reading, <br />without dissenting vote: <br /> <br />first reading. <br /> <br />"AN ORDINANCE TO APPROPRIATE ]$2~Q~00 FROM THE GENERAL CAPITAL IMP~OVEMENT FUND FOR <br />THE PURCHASEOF PROPERTY AT lO~ ELMHURST LANE" <br /> <br />66-191 - "I submit the attached ordinance and recommend that it be placed on <br /> <br /> This appropriates $60,000 from the Capital Improvement Fund for <br />engineering and consulting services in connection with the Crawford Urban Renewal Project. <br /> <br /> This was necessary in order that we could step up the program <br />to coincide with construction of the Civic Center rather than having to wait for approval by the <br />Department of Housing and Urban Development." <br /> <br /> On motion of Mr. Johnson the following ordinance was approved on first, reading, <br />without dissenting vote: <br /> <br /> " AN ORDINANCE TO APPROPRIATE $60,000.00 FROM THE GENERAL CAPITAL'IMPROVEMENT <br /> FUND FOR THE CRAWFORD URBAN RENEWAL PROJECT" <br /> <br /> 66-192 - "I wish to submit the following with regard to the petition which was <br />referred to me at the June 28 meeting of the City Council with reference to cu~ing and guttering <br />on Alabama Avenue, Ansetl Avenue and Treakle Terrace. Also, the correcting of an open pit entering <br />the storm drain beside Alabama Avenue. <br /> <br /> This area is presently being studied by our consulting engineers in <br />connection with the overall Comprehensive Drainage Plan. <br /> <br /> The open pit has been cleared and is properly draining; however, this <br />cannot be corrected until the drainage study is completed." <br /> <br /> <br />
