<br />At a regular meeting of the City council, held on July 26th, t966, there were

<br /> Th~ meeting was opened with prayer by Mr. Eastes.
<br />
<br /> 66-184 - The Chair introduced Walker Spence, Jr., of Park Manor.
<br />
<br /> On motion of Mr. Knight, Mr. Spence was given the privilege of the floor to
<br />present a theme and a model he had prepared on the subject o~ the development of the Obici Farm
<br />into a recreation center.
<br />

<br />Mr. Spence was commended for his presentation, which required much study and
<br />
<br /> 66-185 - On motion of Mr. Knight, privilege of the floor was granted Mrs. G. Lavine
<br />of 417 Third Street, who presented the fOllowing petition objecting to the closing of Third Street.
<br /> "We, the undersigned, make known through this petition, our objection
<br />to the plan for closing off Third Street, south of Henry Street; as recommended by the Portsmouth
<br />Planning Commission."
<br />
<br /> On motion of Mr. Eastes, the petition was accepted and referred to the City Manager.
<br /> The following reports from the City Manager were read:
<br />
<br /> 66-186 - "Preliminary negotiations have been held with Officials of the City of
<br />Norfolk for the housing of Portsmouth prisoners in the Norfolk jail. It appears that it is feasible
<br />for us lo enter into a contract with Norfolk for the housing of these prisoners.
<br />
<br /> I, therefore, recommend that I be authorized to enter into formal
<br />negotiations. Both the Norfolk City Jail and the Norfolk Prison Farm can be made available to the
<br />City of Portsmouth. It will be necessary that a formal agreement be drawn stipulating conditions
<br />under which prisoners will be housed.
<br />
<br /> By entering into this arrangement, we will be able to demolish our
<br />present jail before starting construction on the new one. It!Fi~estimated that we can save more
<br />than $100,000 by demolishing the jail prior to construction of the new one."
<br />
<br />On motion of Mr. Johnson, the City Manager was~ granted the authorization requested.
<br />
<br /> 66-187 - "I recommend that the attached agreement between the Southeastern
<br />Virginia Regional Planning Commission and tile Virginia Department of Highways for the Continuing
<br />Transportation Study be approved by the City Council. The Southeastern Virginia Regional Pl~q~ing
<br />Commission is requesting approval of the agreement from all political subdivisions involved before-
<br />entering into the agreement with the Highway Department.
<br />
<br /> Et is also requested by the Southeastern Virginia Regional Planning
<br />Commission that our representative to .th~F~olicy Committee and three representatives to the
<br />Technical Committee by appointed in accordance with the agreement.
<br />
<br /> I recommend that Fir. Carroll A. Mason, Assistant City Manager, be
<br />appointed to the Policy Committee; and that Mr. J. Brewer Moore, Planning Director, Mr. John W. Flora,
<br />Traffic Engineer, and Mr. Ellis B. Hilton, Assistant Director of Public Works, be appointed to the
<br />Technical Committee."

<br /> Motion of Mr. Leary to concur in the recommendation of the City Manager w~s
<br />adopted, without disse~ting vote.

<br />66-188 - "I submit the attached ordinance and recommend that it be placed on first
<br />
<br /> This adds a section, No. 29-131.1, to the City Code to permit the use
<br />of plastic tubing for water service lines. Copper tubing is in short supply and the price is advancing
<br />with each order; but under the present Code, plastic tubing is not permitted for service lines between
<br />the main and the meter.
<br />
<br /> Under this ordinance, o~ly plastic tubing approved by the State of Virginia
<br />Health Department and the Director of Publ~U~Dti~i~es"of'~the City of Portsmouth would be allowed.
<br />
<br /> We are requesting the adoption of this ordinance at this time on a
<br />temporary basis, as this will be incorporated in the new Plumbing Code which is being prepared
<br />by the City Attorney, and should be ready for the Council in August. We do not feel that we can
<br />wait for the Plumbing Code Ordinance, as we only have approximately 1 1/2 months supply of copper
<br />tubing on hand."
