It appears that it is feasible
for us lo enter into a contract with Norfolk for the housing of these prisoners.

I, therefore, recommend that I be authorized to enter into formal
negotiations. Both the Norfolk City Jail and the Norfolk Prison Farm can be made available to the
City of Portsmouth. It will be necessary that a formal agreement be drawn stipulating conditions
under which prisoners will be housed.

By entering into this arrangement, we will be able to demolish our
present jail before starting construction on the new one. Copper tubing is in short supply and the price is advancing
with each order; but under the present Code, plastic tubing is not permitted for service lines between
the main and the meter.

Under this ordinance, o~ly plastic tubing approved by the State of Virginia
Health Department and the Director of Publ~U~Dti~i~es"of'~the City of Portsmouth would be allowed.

We are requesting the adoption of this ordinance at this time on a
temporary basis, as this will be incorporated in the new Plumbing Code which is being prepared
by the City Attorney, and should be ready for the Council in August. We do not feel that we can
wait for the Plumbing Code Ordinance, as we only have approximately 1 1/2 months supply of copper
tubing on hand."
