August 9, 1966 <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia, that the City of Portsmouth, Virginia, hereby requests the State Highway Comraissioner <br />to acquire the necessary rights of way for Project 0599-124-101, RI¥-201 within the Corporate Limits <br />of said City and it is understood that such acquisitions will be handled by the Commissioner <br />under established policies and procedures and his decision zn all instances shall be final." <br /> <br /> 66-205 "The property at 17 Chowan Drive was referred to the Health Department <br />and Building Official. <br /> It was reported that the aforementioned officials had inspected <br />the subject property and the building was condemned on May 11, 1966. On June 11, a thirty-day <br />extension was granted due to difficulties encouvntered in attempting to reach the owners of record. <br />On July 11, a second extension was granted due to the last minute refusal of a contractor to do <br />the required work. This extension will be up on August i1, and the o~mers have been advised that <br />no further extensions will'be granted.' <br /> <br /> Motion of Mr. Eastes that the report be received as information was adopted, <br />without dissenting vote. <br /> <br /> 66-206 "The attached letter was received from the Army Corps of Engineers <br />in response to a letter which the Manager was directed to write pertaining to the pollution of <br />Scotts Creek." <br /> <br />COPY ATTACHED LETTER HERE <br /> <br /> "In reply to your letter of 27 July 1966 .the conditions mentioned had already <br />been investigated by personnel of this office. The results of the investigation indicate that <br />the primary cause of the oil pollution in Scotts Creek was apparently a large spill of heavy fuel <br />oil which occurred fn the Lamberts Point area on 11 June 1966. <br /> <br /> The strong wind and rough water prevailing at the time made the efforts taken <br />to emulsify the spilled oil ineffective and spread it over a large area. The o~1 has been very <br />persistent and traces of it still remain along the shoreline. <br /> <br /> The ~vidence gathered in this case has been forwarded to the United States <br />Attorney with a recommendation that legal action be instituted against the vessel responsible <br />for the pollution. If you would like any further information in this regard please let me know." <br /> <br />On motion of Mr. Barnes, received as information. <br /> <br /> 66-207 "Bids were received on August 9, 1966, for the establishment of a <br />boat ramp at City Park. The Public Works Department has reviewed the bids as follows: <br /> <br />Potter Construction Company $29,468 <br /> <br />Aldo Construction Company <br /> <br />$26,875 <br /> <br />W. F. Magann Corporation <br /> <br />$24,308 <br /> <br /> W. F. Magann Corporation being the low bidder, I recommend that the contract <br />be awarded to this firm. <br /> <br /> It will be necessary to make an appropriation to cover this contract, and the <br />Manager will agk for same at the next meeting of City Council." <br /> <br /> Motion of Mr. Johnson that the contract for a boat ramp at City Park be awarded <br />to W. F. Magann Corporation, the low bidder, was adopted, without dissenting vote. <br /> <br /> 66-208 "I wish to submit the following request from the Recreation Advisory <br />Board for a Capital ImprovemenC Bhdget. This budget is for a totalof $159,556. <br /> I recommend thatthis be received as information and referred to <br /> <br />Motion of Mr. Johnson to refer to a conference of Council with the Recreation <br /> <br />Board. <br /> <br /> Motion of Mr. Barnes to amend the motion to refer first to a conference of <br />the Council with the Recze. a~idnnBoard, and then to a conference with the City Manager, was <br />adopted andby the following vote: <br /> <br />Ayes: Barnes, Eastes, Johnson, King <br />Nays: Smith, Knight, Leary <br /> <br />Vote being taken the amendedmotion was adopted, without dissenting ~ote. <br /> <br /> 66-209 "Izmubmit the attached resolution and recommend its adoption. <br />appoints viewers for the closing of Detroit Street, between Lee and Virginia Avenues. <br /> This closing has been requested by the Norfolk and Portsmouth <br />Belt Line Railroad, and has been approved by the Planning Commission." <br /> <br />This <br /> <br /> <br />
