<br />At a regular meeting of the City Council, held on August 9, 1966, there
<br />
<br />were present:
<br />
<br />R. Irvine Smith, Jack P. Barnes, George D. Eastes, Burrell R. Johnson,
<br />Isaac W. King, L. g. Knight, W. T. Leafy, Carroi1A. Mason, Assistant
<br />City Manager, and M. A. Korb, Jr., City Attormey.
<br />
<br />The meeting was open6d with prayer by Mr. Barnes.
<br />
<br />Minutes of regular meeting held on July 26th, 1966 were read and approved.
<br />
<br />66-200 The following hearing on rezoning petitions was held:
<br />
<br />Petition Z 66-11. David C. Aiken.
<br />
<br />No one spoke in regard to the application.
<br />
<br /> Motion of Mr. Barnes to concur in the reconnnendation of the Planning Commission
<br />to disapprove the application, was adopted, without dissenting vote.
<br />
<br />Petition Z 66-12. Gilbert R. Bailey.
<br />
<br />No one spoke in regard to the application.
<br />
<br /> Motion of Mr. Eastes to concur in the recommendation of the Planning Commission
<br />was adopted, without dissenting vote.
<br />
<br />The following reports from the City Manager were read:

<br />Youth Corps.
<br />
<br /> 66-201 "I,~submit the attached ordinance and recommend that it be placed on
<br />This ~s an ordinance appropriating $40,972.62 for the operation of the Neighborhood
<br />
<br /> This is a carry over from the $49,200 which was originally appropriated
<br />for the program, and is necessary due to the overlapping of the program with the fiscal year."
<br />
<br /> On motion of Mr. Knight, the following ordinance was approved on first reading,
<br />without dissenting vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $40,972.62 FROM THE GENERAL FUND FOR THE OPERATION
<br />OF THE YOUTH CORPS"
<br />
<br /> 66-202 "I submit the attached ordinance and recommend that it be placed on
<br />first reading. This appropriates $11,000 from the Capital Improvement Fund for the purchase of
<br />pyoperties at 194 Carolina Avenue and 10S Southern Avenue.
<br /> This property is being purchased in conjunction with the development
<br />of the port facility in Pinners Point."
<br />
<br /> On motion of Mr. Barnes, the following ordinance was approved on first reading,
<br />without dissenting vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $11,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT
<br />FUND FOR THE PURCHASE OF PROPERTY AT 194 CAROLINA AVENUE AND AT 10S SOUTHERN
<br />AVENUE IN PINNERS POINT"
<br />
<br /> 66-205 "I submit the attached ordinance and recommend that it be placed on
<br />first reading. This ordinance repeals Section t8-121 of the City Code which regulates parking on
<br />streets with less than thirty-two feet between curbs.
<br /> Under this revision, the Traffic Engineer will be given the authority
<br />to regulate parking on narrow streets at his discretion."
<br />
<br /> On motion of Mr. Knight, the following ordinance was approved on first reading~
<br />without dissenting vote¥
<br />
<br />"AN ORDINANCE TO REPEAL SECTION 18-121 OF THE CODE OF THE CITY OR PORTSMOUTH,
<br />VIRGINIA, 1961, RELATING TO PARKING ON STREETS LESS THAN THIRTY-TWO FEET
<br />BETWEEN CURBS"
<br />
<br /> 66-204 "I submit the attached resolution and recommend that it be adopted.
<br /> This resolution requests the Virginia Department of Highways to
<br />acquire properties in conjunction with the improvements to Effingham Street. This relieves the
<br />City of the responsibility, and should expedite this project."
<br />
<br />On motion of Mr. Eastes, the following resolution was unanimously adopted:
<br />
<br /> 'WHEREAS, Section 33-57 Of the Code of Virginia, as amended by the 1966 session
<br />of the General Assembly, authorizes the State Mighway Commissioner to acquire rights of way for
<br />the construction, reconstruction, alteration, maintenanceand repair of public highways within
<br />municipalities on projects which are constructed with State or Federal participation; and
<br />
<br /> WHEREAS, Section 33-57, as amended, further pro-~es that the State Highway
<br />Commissioner may exercise such authority only upon receipt of official request from the city or
<br />town involved,
