August 9, 1966 <br /> <br />dissenting vote: <br /> <br />On motion of Mr. Barnes, the following resolution was adopted, without <br /> <br /> 'SVHEREAS, Norfolk and Portsmouth Belt Line Railroad Company, Wes-Lee Real <br />Estate Corporation, J. g. Smith Corporation, Sharon-Dee Baking Company, Inc., and James E. Wall <br />and Rosa Lee Wall, husband and wife, have made application to vacate and close that portion of <br />Detroit Street lying between Virginia Avenue and Lee Avenue, and it appearing that notice of <br />the application and request for the appointment of viewers was duly posted on July 22, 1966, on <br />the bulletin board-of ~he Court of Hustings for the City of Portsmouth, on the bulletin board of <br />the Circuit Court of the City of Portsmouth, and on a telephone pole located on~ ~he~southwest <br />corner of the intersection of Lee Avenue and Detroit Street; <br /> <br /> NO~, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia, that Leo V. Schocklin, James V. MeGehee, Louis J. Leitner, Prank N. Bilisoly, and L. A. Clark <br />be appointed viewers to view said street and report to this Council in writing whether in their <br />opinion any, and if any, what inconvenience would result from vacating and closing the aforementioned <br />part of Detroit Street." <br /> <br />66-210 "I submit the attached resolution and recommend its adoption. <br /> <br />This resolution is in conjunction with Urban Renewal Project Va. <br /> <br />R-59 (Northside No. 1). <br /> <br />~]is is the final action required by Council in conjunction with <br /> <br />this project." <br /> <br />On motion of Mr. Knight, the following resolution was unanimously adopted: <br /> <br /> "WHEREAS, unde~ ~he provisions of Title I of the Housing Act of 1949, as <br />amended, the Secretary of Housing and Urban Deve~ppment is authorized to provide financial <br />assistance to Local Public Agencies for undertaking and carrying out redevelopment projects; and <br /> <br /> %~MBREAS~it is provided in such Act that contracts for financial aid the reunder <br />shall require that the Redevelopment Plan for the respective project area be approved by the governing <br />body of the locality in which the project is situated and that such approval include findings by <br />the governing body ~lat: (1) the financial aid to be provided in the contract is necessary to <br />enable the project to be undertaken in accordance with the Redevelopment Pla~; (2) the Redevelopment <br />Plan will afford maximum opportunity, consistent with the sound need~ of the locality as a whole, <br />for the rehabilitation or redevelopment of the redevelppment area by private enterprise; (S) the <br />Redevelopment Plan conforms to a general plan for the development of the locality as a whole; and <br />(~) the Redevelopment Plan gives due consideration to the provision of adequate park and recreational <br />area and facilities, as may be desirable for neighborhood improvements, with special consideration <br />for the health, safety, and welfare of children residing in the general vicinity of the site covered <br />by the Plan; and <br /> <br /> Ifl-IEREAS the Portsmouth Redevelppment and Housing Authority (herein called <br />the "Local Public Agency") has entered into a planning contract for financial assistance under <br />such Act with the United States of America, acting by and through the Secretary of Housing and <br />Urban Development, pursuant to which Federal funds were provided for the preparation of Surveys <br />and Plans for the Northside Redevelopment P~ject, Project No. Va. R-59 {herein called the "Project") <br />and encompassing the area described on the attached sheet, located in the City of Portsmouth, <br />Commonwealth of Virginia (herein called the "Locality"); and <br /> <br /> WHEREAS the Local Public Agency has applied for additional financial <br />assistance under such Act and proposes to enter into an additional contract or contracts with <br />the Department of Housing and Urban Development for the undertaking of, ami for making available <br />additional financial assistance for, the Pro3ect; and <br /> <br /> WHEREAS, the Local Public Agency has made detailed studies of the location, <br />physical condition of structures, land use, environmental~influences, and social, cultural, and <br />economic conditions of the Project are~ ~hld has determined that the area is a blighted and <br />deteriorated area and that it is detrimental and a menace.to the safety, health, and welfare of <br />the inhabitants and users thereof and of the Locality at ~rge, because of the following: 345 of <br />the 385 properties are in a blighted and deteriorated condition; 194 of the 324 main structures, <br />or 59.9 percmnt, have diffciences to a point requiring clearance of 42 properties and 44 structures <br />are required to carry out redevelopment plan objectives; further~ this blighted and deteriorated <br />area is detrimental to the safety, health, morals and welfare of the community because of the <br />dilapidation, obsolescence, overcrowding, faulty arrangement of design, lack of ventilation, <br />light and sanitary facilities, excessive land coverage, deleterious land use or obsolete layout <br />of the buildings and improvements; and the members of this Governing Body have been fully apprised <br />by the Local Public Agency and are aware of these facts and conditions; and <br /> <br /> WHEREAS there has been prepared and referred to the Council of the City of <br />Portsmouth, Virginia, (hereincalled the "Governing Body") for review and approval a~:Redevelopment <br />Plan for the Project area, dated November, 1965, and consisting of twenty-four (24) pages and two <br />(2) exhibits, supported by the following supplementary material, data, and recommendations, which <br />material, data, and recommendations are not a part of the Redevelopment Plan: Final project <br />Report, Part I - Application for Loan and Grant, Northside Redevelopment Project, Project No. <br />Va.
