June 23. 1998 <br /> <br />PURPOSE AND NEED <br /> <br />405 <br /> <br />The City's Vision 2005 long range .plan for development includes the <br />enhancement of a diversified trail Eetween the NOrfolk NaVal Shipyard <br />(NNSY) and th® U. S. N~Val MediCal Center. <br /> <br />The City and the U. S. Navy have signed a letter of agreement that would <br />lead to the Navy releasing artifacts to the City for the purpose of telling the <br />story of their common hiStory. <br /> <br />· These artifacts need to have interPretive materials created and bUilt. <br /> <br />· The grant application is for the purpose of securing funds to write, create <br /> and construct these interpretive materials. <br /> <br />The City will match this appliCation with $50,000 of in-kind contributions to <br />the project by City staff through writing, designing, managing, researChing, <br />etc. <br /> <br />FINANCIAL IMPACT: <br /> Cash In-Kind <br />Department of Conservation and Recreation $50,000 <br />City's Match $50,000 <br />Total Grant $100,000 <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Robinett, to adopt the <br />following resolution, and was adopted by the following vote: <br /> <br /> "A RESOLUTION AUTHORIZING A GRANT APPLICATION TO THE <br />VIRGINIA DEPARTMENT OF CONSERVATION AND RECREATION UNDER THE <br />VIRGINIA RECREATIONAL TRAILS FUND PROGRAM FOR FUNDING <br />ASSISTANCE FOR THE PROPOSED "PATH OF GLORY. <br /> <br /> WHEREAS, the City of Portsmouth's Vision 2005 Plan for development <br />includes the enhancement of a diversified trail known as the "Path of Glory" <br />between the Norfolk Naval Shipyard and U.S. Naval Medical Center; and <br /> <br /> WHEREAS, the City and the United States Navy have signed an <br />agreement which would lead to the loan of Navy artifacts to the City for the <br />purpose of recounting the story of their common hiStory; and <br /> <br /> WHEREAS, the artifacts require the design and construction of <br />interpretive materials in order to explain their significance; and <br /> <br /> WHEREAS, the City seeks to obtain Partial funding for 'this project <br />through a grant of $50,000 from the Virginia Recreational Trails Fund Program <br />of the Virginia Department of Conservation and Recreation; and <br /> <br /> WHEREAS, the City intends to match the grant, if awarded, through <br />$50,000 of in-kind services by City staff. <br /> <br /> NOW THEREFORE BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that it supports the application for funding throUgh, a <br />grant from the Virginia Department of Conservation and Recreation, and <br /> <br /> BE IT FURTHER RESOLVED that the citY Manager bel and he hereby is, <br />authorized to execute such documents and take such additional steps as are <br />necessary to complete the application process for the subject grant." <br /> <br /> <br />
