JUne 23;'1998 .403 <br /> WHEREAS, this C~UhCll bY ~'~i~tion adopted AuguSt 1, 1967, approved <br />a Conse~ation and RedeVelopment Plan for the Crawford Urban Renewal <br />Project, POrtsmouthi Virginia (Plan); and <br /> <br /> WHEREAS, there has been presented to this body for cOnsideration and <br />approval, a copy of an amended Plan for the project area, which Plan consists <br />of 18 pages and 4 exhibits (Amendment No. 29); and <br /> <br /> WHEREAS, Amendment No. 29 proposes to designate an additional <br />property as "To Be Acquired"; and <br /> <br /> WHEREAS, in the judgment of this COunCil, it is in the interest of the City <br />and its inhabitants that the said Amendment be approved. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />PortSmouth, Virginia: <br /> <br />1. That regarding Amendment No. 29, it is hereby found: <br /> <br /> (a) That the objectives of the Crawford Urban Renewal Project, <br />Portsmouth, Virginia, can be better achieved by the adoption of said <br />Amendment to the Plan. <br /> <br /> (b) That Amendment No. 29 meets the requirements of a plan for an <br />urban renewal project pursuant to Chapter 1 of Title 36 of the Code:of Virgir~ia, <br />1950, as amended. <br /> <br />2. That amendment No. 29, having been duly reviewed and considered, ~is <br />hereby approved and adopted and the City Clerk is hereby directed to file a <br />copy of said Amendment with the minutes of this meeting." <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holiey <br />Nays: None <br /> <br />98-148 Adoption of a resolution approving Amendment No. 6 to the <br /> Redevelopment Plan for the Southside III Redevelopment Project. <br /> <br />RECOMMENDATION: <br /> <br />· Adoption of a resolution approving Amendment No. 6 to the Redevelopment <br /> Plan for the Southside III Redevelopment Project. <br /> <br />PURPOSE AND NEED: <br /> <br />The KMC Company is planning to invest in a development in PortCentre <br />Commerce Park, which is located in the Southside III Redevelopment <br />Project area. <br /> <br />Part of the site is the former location of {he Thomas Jefferson Elementary <br />School. Some time ago, the entire block was conveyed to the Portsmouth <br />Redevelopment and Housing Authority, but there was a 20' by 40' strip, <br />which was never owned by the School Board or the City of Portsmouth. <br />That strip must be acquired so that the entire area can be conveyed to KMC. <br />Negotiations are in progress with the owners of the property. <br /> <br />If the negotiations are not successful, it will be necessary for PRHA to <br />acquire the property through eminent domain. Regardless of whether <br />eminent domain becomes necessary, the Southside III Plan should be <br />amended to change the bOundaries of the Plan and designate the property <br />as "To Be Acquired." <br /> <br /> <br />
