G. Pinkston $17,956.60 <br /> Vico Construction 18,060.10 <br /> A. S. Bolling 21,447.00 <br /> <br /> Motion of Mr. Barnes that the contract be awarded to A. G. Pinkston the lowest bidder, <br />was adopted, without dissenting vote. <br /> <br /> 66-275 - "I submit the attached lease agreement between the Tidewater Youth Association <br />and the City of Portsmouth and recommend that the proper city officials be authorized to sign. <br /> <br /> This covers the lease for the old KeyyRoad School, and is necessary in order <br />that the Job Opportunity Council can use the property. They were previously using the old <br />Community Library Building on South Street which had to be vacated becaase of the Weaver Project. <br /> <br /> The Tidewater Youth Association has agreed for the Job Opportunity Council <br /> to use the Key Road School for their program." <br /> <br /> Motion of Mr. King to concur in the Manager's recommendation and that proper city <br /> officials be authorized tossign, was adopted, without dissenting vote. <br /> <br /> 66-274 - "I submit the attached lease agreement between the Wesley Commtmity Center and <br /> the City of Portsmouth and recommend that the proper city officials be authorized to sign. <br /> <br /> This lease covers the City owned property known as the Child Care Center <br /> on Lincoln Street. <br /> <br /> The Wesley Community Center has taken over the operation of the Child Care <br /> Center." <br /> <br /> Motion of Mr. Johnson to concur in the City Manager's recommendation was adopted, without <br /> dissenting vote. <br /> <br /> 66-275 - "I recommend that ~'~be authorized to negotiate with the Southern Railway <br /> Compan~ for the purchase of a portion of their property in Pinners Point, and also lease-hold <br /> interests held by the Southern Railway Company in other properties ~n Pinners Point. <br /> <br /> The Southem~ Railway Company has established the price of $127,616 for their <br /> interests in these properties. <br /> <br /> When a firm agreement has been reached with ~he Southern Railway Company~ <br /> it will be submitted to the Council for final approval.' <br /> <br /> Motion of Mr. Barnes that the City Manager be authorized to n~gotiate for the Southern <br /> Railway property as recommended, was adopted, without dissenting vote. <br /> <br /> 66-276 - "I submit the attached res61ution and recommend its adoption. <br /> <br /> This stipulates that the City will provide a right-of-way for an industrial access <br /> road parallel to Interstate 264 from Victory Boulevard. <br /> <br /> This is being requested in connection with the proposed construction of a <br /> warehouse on property a~jacent to the nm~ City Armory. <br /> <br /> It is necessary that we officially advise the State Highway Department that we <br /> will provide the right-of-way before we.can become ~l~gible for these funds." <br /> <br /> On motion of Mr. Barnes, the following resolution was adopted, without dissenting vote: <br /> <br /> "%%~EREAS, Section 53-136.1 of the Code of Virginia, 1950, authorizes the State Highway <br /> Commission to participate in the cost of construction of industrial access roads; and <br /> <br /> W}~REAS, the City of Portsmouth intends to construct an industrial access road along the <br /> north side of Interstate 264 from Victory BouldYard to Airline Boulevard (Route 58) in the vicinity <br /> of its intersection with Greenwood Drive; and <br /> <br /> <br />
