<br /> This amends the City Code by adding a new chapter, numbered 37A, relaiing
<br />to the operation of the Water Department and water service for the City of Portsmouth and other
<br />political subdivisions which are served by the Portsmouth Water Department.
<br /> This ordinance is being submitted in o~der to update the Code in connection
<br />with the operation of the Water Department. There are no changes as far as water rates or
<br />connection fees are concerned, except pertaining to fire protection service.
<br /> There has been added a section pertaining to a meter service charge to be paid
<br />by cnnsumers on fire protection systems. There has been no meter charge up to the present
<br />time on these meters."

<br /> On motion of Mr. Knight, the following ordinance was approved on first reading,

<br />This establishes a Tax Stddy Commission for the City of Portsmouth.
<br /> c This Commission is being requested in order that an impartial ~tudy
<br />can be made of all the revenues of the City to see if they are being assessed on a fair and
<br />equitable basis.
<br /> This Tax Study Commission is not beige requested for the purpose of
<br />increasing the taxes of the City, but to find if there are any areas where a~justments can
<br />be made that. will insure that all citizens are being treated fairly in our tax programs.
<br /> It is proposed that this Commission be composed of seven members, two
<br />of whom would be City employees, and five to be private citizens of the City."

<br /> 66-284 - "i submit the attached ordinance and recommend that it be placed on first
<br />reading. This appropriates $8,294, as the City of Portsmouth's contribution to the Southeastern
<br />Tidewater Opportunity Project.
<br /> This is the City of Portsmouth's cost for the An~i-Poverty Programs being
<br />administered on an area-wide basis for the fiscal y~ar 1966-67.
<br /> This covers such pFograms as the sum~er pre-school program, the Neighborhood
<br />Youth Corps, and the Neighborhood Development Programs threugh which Portsmouth will benefit by
<br />approximately $400,000."

<br /> On motion of Mr. Eastes, the following ordinance was approved on first reading,
<br />without dissenting vote:

<br />TO THE SOU~EASTE~ TIDEWATER OPPORTUNITY PROJECT"

<br /> 66-285 - "I submit the attached ordinance and recommend that it be placed on first
<br />reading. This appropriates $122,500 for the purchase of a school site~in the area proposed
<br />for annexation,
<br /> This property consists of approximately 35 acres in the ~icinity of the
<br />subdivision of Merrifields.
<br /> It is necessary to acquire this property for future school planning."

<br />FOR.THE PURCHASE OF A SCHOOL SITE IN THE WESTERN BRANCH BOROU~ OF THE CITY ~F CHESAPEAKE"

<br /> 66-286 - "I submit the attached ordinance and recommend that it be placed on first
<br />reading. This appropriates $2,000 for ~he construction of a Little League Baseball Field
<br />on the old Key Road School Site.
<br /> This is being developed for the Map!ewood Park Sectien of the City, with the
<br />City const~acting the field and backstop and the Little League providing the cinder block dugouts
<br />and the chain !ink fence for the outfield."
