<br />At a regular meeting of the City Council, held on December 13, 1966, there were present:
<br />
<br />R. Irvine Smith, Jack P. Barnes, George D. Hastes, Burrell R, Johnson, Isaac W. King
<br />L. L, Knight, A. P. ~ohnson, Jr. City ~anager, and M. A. Korb, Jr., City Attorney.
<br />
<br />The meeting was opensd with prayer by Dr. T, J. Powers, Pastor, Park View Baptist Church.
<br />The Mayor greeted visitors.
<br />
<br />Minutes of meeting keld on November 22, 1966 were read and approved.
<br />66-278 - The following hearing, on zoning chan~es was held:
<br />
<br />Petition Z 66-14 - Bessie Kaplan.
<br />
<br />No one sp6ke in regard to the application.
<br />
<br />On motion of Mr. Barnes, the following ordinance was approved on first reading:
<br />"Zoning Amendment Ordinance Z 66-14"
<br />
<br />The following reports from the City Manager were read:
<br />
<br /> 66-279 - "t submit the attached ordinance and recommend that it be nlaced on first
<br />reading.
<br /> This establishes a rate of S2 net hundred for real estate taxes and a rate of
<br />$3 per hundred for personal property and machinery and tools. These rates will be in effect for the
<br />calendar year 1962.
<br /> These are the same rates as are now in effect."
<br />
<br /> On motion of Mr. Johnson, the following ordinance was Rpproved on first reading, without
<br />dissenting vote:
<br />
<br />"AN ORDINANCE IMPOSING AND COLLECTING TAXES ON REAL ESTATE, TANGIBLE PERSONAL PROPERTY,
<br />AND NIACHINERY kND TOOLS WITHIN THE LIMITS OF Tt~ CITY OF PORTSMOUTH, VIRGINIA, FOR
<br />THE PURPOSE OF RAISING REVENUE FOR THE SUPPORT OF THE GOVERNMENT AND THE PUBLIC FREE
<br />SCHOOLS .~ND TO RRY INTEREST P~ND SINKING FUND ON THE PUBLIC DEBT FOR THE YEAR BEGLNNING
<br />J;~NUARY 1, t967" --

<br /> 66-280 -" I submit the attached ordinance and recommend that it be placed on first
<br />reading.
<br /> This is an annual ordinance imposing taxes on shares of stocks of banks located
<br />in the City of Portsmouth. This ordinance is for 1967.
<br /> This establishes a rate of S.40 per hundred to be maid to the City on these
<br />shares.
<br /> This ordinance is necessary in order that we can participate in the tax which
<br />is imposed on shares of stock of banks by the State of Virginia,"
<br />
<br /> On motion of Mr. Bastes, the following ordinance was approved on first reading, without
<br />dissenting vote:
<br />
<br />"AN ORDINANCE IMPOSING TAXES ON SF~ARES OF STOCK OF BANKS LOCATED IN THE CITY OF
<br />PORTSMOUTH FOR THE YEAR 1967 AND ~NNUALLY ~{ERE~LFTER, FIXING THE RATE AND REOUIRING
<br />THE PAYMENT ~{EREOF, REOUIRING CERTAIN REPORTS, AND PRESCRIBING PENALTIES FOR THE
<br />VIOLATION THEREOF"

<br /> 66-281 - "I submit the attached ordinance and .recommend that it be placed on first
<br />reading,
<br /> This amends the City Code to establish a number for each voting precinct in
<br />the City. This does not change the boundaries of any precincts at this time.
<br /> It is necessary to adopt these numbers in order to comply with the Charter
<br />of the City of Portsmouth."

<br /> Motion of Mr. Knight to suspend the rules to hear from Raymond L. Tweed~ Chairman,
<br />Portsmouth Democratic Executive Committee, was adopted.
