December 1S, 1966 <br /> <br /> On motion of Mr. Johnson, the followin~ ordinance was approved on first reading, <br />without dissenting vote: <br /> <br />"AA- ORDINANCE TO APPROPRIATE $2,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT FUND <br />FOR THE CONSTRUCTION OF A LITTLE LEAGUE BASEBALL FIELD ON THE OLD KEY ROAD SCHOOl <br />SITE" <br /> <br /> 66-287 - "I submit the attached resolution and recommend its adoption. <br /> This authorizes the issuance of temporary loan notes in connection <br />with the construction of the new marine termiRal. <br /> There will be due from the City $400,000 oayable to the Virginia State <br />Ports Authority as the City's share for the quarter beginning January 1, 196~. <br /> These are the7funds that are being borrowed from local banks until such <br />time as bonds are issued to cover this financing.' <br /> <br />On motion of Mr. Eastes, the following resolution was adopted and by the following <br /> <br />Vote: <br /> <br />"A RESOLUTION AEFFHORIZING THE 8ORROWING OF $405,200.78 AND THE ISSUANCE OF TEMPORARY <br />LOAN NOTES OF THE CITY OF PORTSMOUTH THEREFOR PENDING THE ISSUANCE AND SALE OF BONDS <br />HERETOFORE LEGALLY AU~{ORIZED BUT NOT ISSUED OR SOLD" <br /> <br />Ayes - Smith, Barnes, Eastes, Johnson, King, Knight <br />Nays: None <br /> <br /> 66-288 - "t submit the attached resolution and recommend its adoDtion. <br /> This authorizes condemmation prodeedings in order that the City can <br />acquire certain properties in connection with the develonment of the baseball field in the <br />Westhaven area of the City. <br /> Due to title problems involved re~arding this land, it is necessary that <br />these conde~mnatio~ proceedings be instituted." <br /> <br />On motion of Mr. KniRht, the following resolution was adopted, without dissenting vote: <br /> <br />"A RESOLUTION TO PROVIDE FOR THE ACQUISITION OF CERTAIN PROPERTY BY THE CITY OF <br />PORTSMOUTH UNDER EMINENT D0~IN PROCEEDINGS PURSUanT TO CH~tPTER 229 OF .TIIE ACTS OF <br />ASSEb~LY OF 1966, SAID PROPERTY BEING NECESSARY TO PROVIDE A PART OF THE SITE OF <br />A RECREATIONAL FACILITY KNOWN AS WESTHAVEN BALL FIELD." <br /> <br /> 66-289 - "! recommend that the proper. City Officials be authorized to sign an <br />easement between the Seaboard Air Line Railroad Company and the City of Portsmouth for the <br />installation of sanitary and storm sewers. <br /> It is necessary that these sewers be installed under the Seaboard <br />Airline Railroad's main tracks near City owned property where the new Public Works and City Garage <br />Buildings are being constructed. <br /> These lines are necessary in connection with the development of these City <br />buildings." <br /> <br /> On motion of Mr, Barnes, the City Manager was authorized to sign the easement, <br />without dissenting vote. <br /> <br /> 66-290 - "I submit the attached agreement between the Virginia Electric and Power <br />Company and the City of Portsmouth for the installation of a pole and anchor on municipal <br />owned property, <br /> This is on property located at the intersection of Sixth Street <br />and Edwards Street. <br /> This pole is necessary to provide electrical service to the Madison <br />Apartment Project~ presently nearing completion. This Project is adjacent to the above <br />mentioned location." <br /> <br /> Motion of Mr. Eastes to concur in the City Manager,s recommendation was adopted, without <br />dissenting vote. <br /> <br /> 66-291 ~ "I submit the attached ordinance and recommend that it be placed on <br />first reading. This appropriates $78,597 for the operation of the Data Processing Department. <br /> This includes initial expenditures necessary ~ get the departmentz~tarted, <br />including office equipment and materials and supplies. <br /> Many of these are one-time items and will not be needed in the next <br />budget year. <br /> This will be a deficit operation for this fiscal year as we will not have <br />all departments operating on the computer; however, in the next budget year this should be a <br />book item only, with the revenues from the other city departments compensating for ex?enses. The <br />State and the School System will also be participating in the cost of this operation." <br /> <br /> On motion of Mr. Johnson, the following ordinance was approved o~ first reading, without <br />dissenting vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $78,597.00 FROM ~E GENERAL FUND FOR THE OPERATION OF <br />THE DAT~ PROCESSING DEPARTmeNT" <br /> <br /> <br />
