<br />On motion of Mr. Leafy, the ordinance was adopted, and by the following vote:

<br />-NEW BUSINESS-
<br />
<br /> 67-52 - Mrs. Sebrell, representing the American War Mothers, reouested that the City fly ~he
<br />American flag on the Municipal Building at half mmst, in honor of any American boy killed in Vier
<br />Nmm who is brought back to Portsmouth for burial.
<br />
<br />Motion of Mr. King to concur in the request was adopted, without dissenting vote.
<br />
<br /> Mrs. Sebrell also requested that a tree be plan~6d on the city waterfront, if possible,
<br />in memory of the boys of Portsmouth, who had given their lives in the service of their country.
<br /> Motion of Mr. Eastes to approve the request and re~er~the matter to the City Manager, for the
<br />selection of an appropriate place for the tree, was adopted, without dissenting vote.
<br />
<br /> 67-53 - The following letter from Thomas M. Lee was read:
<br /> "In November of 1966 t requested from A. P. Johnson, Jr., City Mangger, a oermit for the
<br />distribution of United Klans of America l~terature on the streets of Portsmouth. The request was denied through section 19-2 of the city code.
<br /> Due to the denial off-my request I feel we have been the victim of discrimination by the
<br />City of Portsmouth.
<br /> I am requesting a hearing before the City Council to further discuss the matter."
<br />
<br /> Motion of Mr. King to suspend the rules to hear Mr. Lee was adopted.
<br /> Motion of Mr. King that this communication be considered as information, was adopted, without
<br />dissenting vote.
<br />
<br /> 67-54 - The following letter from the City Clerk was read:
<br /> "This is to notify you of the expiration of the terms of office of the members of the
<br />Portsmouth Bond Commission: A. C. Bartlett, E. Stanley Busby, Vincent T. Cherry Robert M. Reed,
<br />J. P. Stephenson.
<br /> The terms of office are for three years."
<br />
<br />On motion of Mr. Barnes, referred to a conference.
<br />
<br /> 67-55 - The following letter from Margaret R. Jones, Deputy Treasurer, was read, and on motion of
<br />Mr. Barnes, received as information:
<br /> "Herewith is the list of delinquent ~ity Reil EKtate Taxegff6T::t~iyea~ 1966 to be furnished
<br />you as required by Sta~e Law.
<br /> Included in this total is the delinquent weed cutting and demolition bills."
<br />
<br />67-56 - The following letter from the Director of Planning was read:
<br />
<br /> "At its regular monthly meeting on February 7, 1967, the City Planning Commission resolved to
<br />recommend street closure p~tition S-67-1 submitted by Attorney Jefferson B. Broom for the closure ~
<br />Queen Street between the east right-of-way line of Route 58 proposed realignment and reconstruction (as shown
<br />on the officially approved design of the Virginia Department of Highways) and Douglas Avenue, subject to
<br />the following conditions:
<br /> (1) That utility easements for water, sanitary sewer and storm sewer be reserved, and
<br /> (2) That an easement of the Virginia Electric and Power Company be honored or realigned at the
<br />expense of the applicant, and
<br /> (3) That necessary "work easements" be honored in connection with construction of this
<br />Route 58 realignment."
<br />
